How Is Powder Brow Pricing Calculated? Why Quotes Cannot Be Compared by the Total Alone
Published prices often vary by region, technique, and whether touch-ups and old-pigment handling are included. Until the sampling date, region, sample size and URLs are made public, this page does not present online price ranges as Taiwan's market rate.
Compare the same set of items first: design and pre-drawing, the first session, consumables, the touch-up deadline, later touch-ups, old-pigment handling, aftercare, and cancellation or rescheduling rules. A figure that gives only a total, with no items or conditions, cannot be compared fairly.
Price is not a substitute indicator for hygiene or skill. Also check the pigment's product name, shade number, batch number, expiry date, opening date and single-use consumables. Local anesthetics are prescription drugs and should not be offered as a general sales promise in the form of “numbing cream” or “completely painless throughout”.
First, break different services into the same comparison columns
The table below is compiled from public web pages and studios' published price lists in Taiwan (collected 2026-08). The same item naturally varies between regions and levels of experience, so what is given here is “where most fall”, not a standard price.
Why can the price band for the same service stretch so wide? Start with what the market looks like. According to Fiscal Statistics Bulletin No. 4 from the Department of Statistics, Ministry of Finance (published 2024-02-29, ROC year 113), Taiwan's hairdressing and beauty and body care industry had 35,413 businesses in ROC year 112 (2023) with sales of NT$46,600,000,000; of these, the “beauty and body care industry”, which includes cosmetic tattooing, had 8,612 businesses with sales of NT$14,500,000,000, and over five years the number of businesses grew 20.2% and sales grew 23.6%. In other words, this is a fragmented market of nearly 9,000 small businesses that is still growing — there is no chain brand setting prices, so prices are naturally set by each studio's own cost structure and clientele.

⚠️ In the table, “touch-up” and “removal” are the two columns where the total cost most easily goes wrong — because whether they are included, and how many sessions they take, often does not appear on the quote until you ask.
The five things behind price differences
Break the price difference apart and almost all of it falls into these five items. They are independent of each other, so two offers at the same NT$10,000 may contain completely different things.
Higher-priced offers usually count “measure first, draw the shape first, and only start once you nod” as part of the work. Brow design is not choosing a shape and applying it; it is positioning based on the brow bone, eye spacing and facial proportions. This time is a cost, and it is also the key to whether the result looks good.
After the first session, one touch-up is usually needed to fill in areas where pigment retention is insufficient or not symmetrical enough. Whether this one is included directly changes the total by several thousand NT dollars — and it is also the item most often left out of low-price offers.
Whether there is old pigment underneath, whether your skin is oily or dry, and how much natural brow hair you have all change the difficulty and the number of sessions needed. Cases where old pigment must be handled first are effectively “two jobs”, so the price naturally differs.
With the same tools, differences in needle depth, pressure and reading of hair direction show up in how stable and natural the retained color is. This item is the hardest to quantify, and it is why the same region and the same technique still show differences.
Single-use disposable needles and consumables, the working environment and the disinfection process are all costs. You cannot see this part on a quote; you can only ask.
What a quote usually includes and excludes
“How much per session” is actually not a good question, because each studio bundles different things. A more practical way to ask is: from consultation to final completion, how much will I pay in total, and how many visits will it take?
- Pre-procedure consultation and brow (or lip) shape design
- The first session
- Aftercare instructions and materials
- Some offers include one touch-up (confirm the deadline and conditions)
- Touch-ups (or free only within a specific period, charged after that)
- Old-pigment handling / removal (almost always priced separately)
- More than one touch-up, for example for skin types where color retention is particularly unstable
- Extra fees arising from deposit and rescheduling rules
Ask about low-price offers in full: which item is being saved on
Being cheap is not the problem in itself; treating it as “the same thing for less” is. A low-price offer usually corresponds to a few trade-offs, and the most expensive of them is not money but time.
If you end up unhappy with the result and want to change it, in most cases the old pigment has to be dealt with first to make room for a new design. Removal must be done in several sessions, at least two weeks apart, and after that you still have to wait for the skin to metabolize — in other words, a decision that saves a few thousand NT dollars now may cost several months of waiting and a removal fee you never needed to pay. That is also why, for many people, the total cost of a second round of cosmetic tattooing ends up higher than choosing a sound option in the first place.
Replace “how much this time” with “how much will I spend on these brows over three years, and how many trips will I make”. The first session + touch-ups + (possible) removal and redo is the complete number.
How to read claims like “tested and certified pigment emulsion” or “medical grade”
When comparing prices, you will easily come across words like these. They are not necessarily false, but you should know that in Taiwan there is currently no corresponding official grade that you can verify.
We checked the current rules of the competent authorities: cosmetic tattoo pigments in Taiwan have no dedicated regulations, and the Taiwan Food and Drug Administration's “Scope and Categories of Cosmetics” table (the latest amended version, effective 2026-07-01, ROC year 115) also has no category for tattoo pigments. In other words, the “medical grade” and “tested and certified” claims on the market mostly refer to test reports a manufacturer commissioned itself or to the import source, not to a government-approved grade.
A more practical approach
- Ask the studio to state the brand and source of the pigment directly, rather than giving you only adjectives
- Ask whether consumables are single-use and disposable, and whether you can see them being opened on the spot
- Base your judgment on “whether you were given specific information you can understand”, not on whether the terms sound impressive
There is an official basis to compare this against. The Ministry of Health and Welfare's “Precautions for Consumer Practices such as Tattooing, Body Tattooing and Eyebrow Tattooing” (issued 2019-05-22, ROC year 108), in its section on the handling of tools and materials, states clearly that dyes or pigments purchased by businesses may not be claimed to be harmless to the body, and must be labeled with their use, method of use and storage, and precautions under the Commodity Labeling Act; if the ingredients contain chemical substances announced under the Toxic and Concerned Chemical Substances Control Act, the relevant rules apply. In other words, pigments in Taiwan fall under commodity labeling and chemical substance control, not the cosmetics route — so claims such as “cosmetic grade” or “medical grade” have no legal counterpart.
This section is not saying that studios using these words have a problem; it is a reminder that these terms have no official definition in Taiwan and cannot be used on their own as an assurance of quality.
When asking for a quote, get through these six questions
You can copy and paste them straight to a studio. Once these six questions are answered, two quotes become comparable.
- How many sessions does this price include? Is a touch-up included, and within what deadline?
- Do my current brows (if there is old pigment) need to be handled first? How much extra would that cost, and about how many sessions?
- From the first session to completion, how many visits will I make in total, and roughly how long will it take?
- At the design stage, can you draw it for me first and only start adding color after I confirm?
- Are the consumables single-use and disposable? What is the brand and source of the pigment?
- How much is the deposit, can I reschedule, and what are the rescheduling rules?
