Can uneven brows get powder brows? The visual balance can be adjusted, but you shouldn't aim for a copy-and-paste of both sides

Uneven brows can have their visual balance adjusted through brow design, but cosmetic tattooing does not change brow bone height, eye position or how your facial muscles work. The design usually seeks a shared range between "slightly lowering the visual weight on the higher side and filling out the lower side as appropriate", while keeping natural hair and a reasonable thickness. Moving far away from one side's real brow just to make them identical will actually look less natural once you're barefaced and the hairs grow back.

Can uneven brows end up exactly the same height?

Why do brows drawn while lying down look different when sitting up?
