4.1 When any of the following conditions occur, it will be viewed as a closed container: 4.1.1 Importation of animal feed, dog and; cat food containing ingredients derived from bovine by air or sea transport shall comply with the relevant quarantine requirements and one of the following conditions: 4.1.1.1 The product shall be processed through high-temperature sterilization canning procedure (including retort pouch packaging) 4.1.1.2 The product is in the original sealed packaging. The product has been confirmed without being opened, damaged or contaminated by pathogens of animal infectious disease during on-site inspection. 4.1.2 Importation of processed products containing meat, dog and cat food without ingredients derived from bovine, straw or forage as animal feed and dairy productsby air or sea transport shall comply with the relevant quarantine requirements. The product shall also be sealed in the original packaging, without being opened or damaged and not contaminated by pathogens of animal infectious disease during on-site inspection. 4.1.3 Importation of animal products except for those mentioned in Article 4.1.1 and Article 4.1.2 by air transport shall comply with the relevant quarantine requirements and one of the following conditions: 4.1.3.1 The container of the products shall be completely closed, free from damaged, leakage, overflow and not contaminated by pathogens of animal infectious disease. Each opening location of the product shall be sealed properly by original seals with numbers. 4.1.3.2 The veterinary certificate or the bill of lading shall state the original seal number.
