本條規定海運快遞業者向海關申請登記應檢具的文件：申請書（載明公司名稱、統一編號、所在地、負責人姓名、地址、身分證統一編號及電話號碼；負責人無身分證統一編號者應註明護照號碼或居留證統一證號），以及海運承攬運送業許可文件（含海空合一）及其影本。若業者本身未具備報關業資格，應指定配合之報關業者，並檢附其報關業務證照及其影本。這說明了合法集運業者的資格門檻，以及「業者本身」與「配合報關行」可能是兩個不同主體。
The maritime express operator shall submit the following documents to Customs for registration: 1. Application Form: The form shall specify the company name, Business Administration Number (BAN), location, and the name, address, National ID Card number and telephone number of the responsible person. If the responsible person does not have a National ID Card Number, his (her) passport number or Resident Certificate Number must be provided. 2. Maritime contracting and transport permit documents (including combined sea/air transport) and their photocopies. The aforementioned operator which does not possess customs brokerage qualifications, they shall designate a cooperating customs broker and submit their original customs brokerage license and its photocopy.
依本條第一項，應檢具申請書（載明公司名稱、統一編號、所在地、負責人姓名、地址、身分證統一編號及電話號碼）與海運承攬運送業許可文件（含海空合一）及其影本。
依本條第二項，未具備報關業資格者，應指定配合之報關業者，並檢附其報關業務證照及其影本。
