The term “drugs” as used in this Act shall refer to any of the following active pharmaceutical ingredients and pharmaceutical preparations: 1. Drugs that are listed in the Chinese Pharmacopoeia, the Pharmacopoeia of other countries, the official National Formularies, or any of their supplements recognized by the central competent health authority; 2. Drugs that are not included in the preceding subparagraph but are used in diagnosing, treating, alleviating, or preventing the diseases of human beings; 3. Other drugs which are sufficient to affect the body structure and physiological functions of human beings; or 4. Drugs which are used in preparing such drugs set forth in the preceding three subparagraphs.
