Licensed pharmacists or personnel with professional skills in the field of cosmetics shall be hired and stationed at the factory to supervise the formulation and manufacturing of cosmetics. The qualifications, training, responsibilities of personnel with professional skills in the field of cosmetics, and other matters to be observed with regard to the preceding paragraph shall be prescribed by the central competent authority.
