The person in charge of the premises for pyrotechnic manufacturing or of the premises for storage, sale of fireworks and the quantity as announced by the central competent authority shall manufacture, store and handle them in safe manner. The central competent authority shall summon relevant governmental agencies and jointly formulate the rules of standard and safety management of the location, structure, facility and any other affairs of the premises mentioned in the above section.
