本條規範海運快遞貨物專區的設立與擴增申請，適用對象是申請設立或變更專區的業者，非個人進口人。重點包括：專區所在地海關應於每年十月底前公告次年度得受理申請設立或擴增貨物通關線之港區、線數、申請條件及申請期間；申請設立專區之業者資本淨額應在新臺幣五千萬元以上，不足者應提供擔保；應備具申請書、土地及建築物使用權證明、封閉型場所平面圖、營運規劃書、通關設備建置書（含Ｘ光檢查儀、適合緝毒犬作業之輸送帶、進出倉刷碼設備、進倉異常訊息警示系統、監視器錄影系統、Ｘ光影像與貨名同步顯示系統等）、緝毒犬與檢疫犬設施設計圖、電腦連線及設備規劃書等文件。審查由海關成立審查小組進行，應於文件齊備之翌日起六十日內完成，有特殊原因得延長，延長不得超過三十日。
The district Customs office at the location of the Unit shall, before the end of October each year, announce the port areas, number of lines, application conditions, and application period for the following year, regarding the acceptance of applications for the establishment or expansion of cargo clearance lines. Any applicant that applies to establish a Unit shall have a net asset value of not less than NT$50 million. If the applicant’s net asset value is less than NT$50 million, a guarantee shall be provided. If the requirements specified in the preceding two paragraphs are satisfied met, the following documents shall be submitted to the district Customs office where the Unit is located to apply for the establishment of the Unit: 1. Application Form: The name, Business Administration Number (BAN), address, and telephone number of the enterprise; and the name, National ID Card Number, telephone number, and address of the responsible person shall be specified. If the responsible person does not have a National ID card number, a passport number or residence permit number must be provided. 2. Certificates of use permits for the land and buildings of the Unit issued by the district Commercial Port Administrative Authority, Maritime and Port Bureau, or the agency designated by the Executive Yuan where the Unit is located. 3. Floor plan of the enclosed facility: clearly indicating with the location of physical barriers such as fencing walls and security guard posts. 4. Operation Plan: Including the location of the Unit, expansion capability, building structure, estimated volume of goods, operating plan and team, boat landing dock, operating finance plan, operating facility building schedule plan, and other documents related to operation plans. 5. Customs Clearance Equipment Blueprint: Including an X-ray inspection instrument, conveyors suitable for detector dog operations, a warehouse access code swiping equipment, a warehouse access anomaly alarm system, a monitor recording system, a synchronous display system of X-ray image & commodity description, and other customs clearance equipment. 6. Narcotic Detection Dog Facilities Design plan: Including the detector dog waiting room, duty room, and other relevant facilities. 7. Quarantine Dog Facility Design Plan: Including a quarantine dog standby room, a multiple procedure room, and other relevant facilities. 8. Computer network and Equipment Plan: Including the information systems, computer backup measures, and other relevant software and hardware equipment that meet the operational requirements of customs management. 9. Other equipment plans required for customs inspection and customs clearance. Unit operator who changes the original plans, facilities, or equipment must submit relevant documents and apply in advance for approval, in accordance with the preceding paragraph. The Customs at the location of the Unit shall establish a review panel to conduct a review for the application of the announcement of Paragraph 1 and the application for the establishment or modification of a Unit as specified in the previous two paragraphs. If necessary, other authorities may be invited to participate in the review. The review process for the previous two paragraphs shall be completed within 60 days from the day following the completion of the review documents. If there are special circumstances, an extension may be granted, not exceeding 30 days. The district Customs office at the location of the Unit may approve, partially approve, or deny the application based on the review results of the aforementioned review panel.
依本條第二項，申請設立專區之業者，其資本淨額應在新臺幣五千萬元以上，不足新臺幣五千萬元者，應提供擔保。
依本條第六項，審查作業應於審查文件齊備之翌日起六十日內完成，有特殊原因者得予延長，其延長不得超過三十日。海關得依審查小組審查結果，核准、部分核准或否准業者之申請。
依本條第三項第五款，通關設備建置書應包括Ｘ光檢查儀、適合緝毒犬作業之輸送帶、進出倉刷碼設備、進倉異常訊息警示系統、監視器錄影系統、Ｘ光影像與貨名同步顯示系統及其他通關設備。
