The following matters shall fall under the jurisdiction of authority-in-charge at the county, city or bureau level: The planning and implementation of the proposal of water supply enterprises within the county, city or bureau. 2. The planning and implement of the proposal of water supply enterprises within the county, city or bureau. 3. The administration of water supply enterprises operated by public utilities within the county, city or bureau. 4. The supervision and guidance of water supply enterprises operated by public utilities within the townships or towns. 5. The supervision and guidance of water supply enterprises operated by private entities within the county, city or bureau 6. Other matters regarding water supply enterprises within the county, city or bureau.
