本條規定食品器具、食品容器或包裝、食品用洗潔劑的禁止事由，四種情形均不得製造、販賣、輸入、輸出或使用：一、有毒者；二、易生不良化學作用者；三、足以危害健康者；四、其他經風險評估有危害健康之虞者。禁止行為態樣同時涵蓋輸入與輸出，是這類商品能否進口的基本門檻。
Food utensils, food containers or packaging, food cleansers under any of the following circumstances shall not be manufactured, sold, imported, exported or used: 1. those that are toxic; 2. those that tend to cause adverse chemical reactions; 3. those that are sufficient to harm health; or 4. those that may pose a risk to health through the risk assessment results.
依本條，食品器具、食品容器或包裝、食品用洗潔劑有下列情形之一者，不得製造、販賣、輸入、輸出或使用：一、有毒者；二、易生不良化學作用者；三、足以危害健康者；四、其他經風險評估有危害健康之虞者。
