Applications for permit handled by the central competent authority shall be reviewed according to the following rules. The scope of review shall not extend beyond the content of applications, and shall not impose any form of disposition to increase obligations not stipulated by regulations: I. If the submitted verifying documents or information are incomplete or do not comply with regulations, the applicant will be notified to make corrections within a prescribed period. If the applicant fails to do so or if the corrections are made more than three times, the application shall be rejected and returned to the applicant. The prescribed period for making each corrections shall be limited to 90 days. II. Applicants who have not paid the prescribed review fee shall see their applications rejected and returned. The central competent authority shall, within 14 days after completing the review, notify the applicant if the application meets the requirements as specified in the preceding paragraph.
