Taiwan cosmetics imports use a free product listing system. Designated categories must also keep a PIF.
Imported cosmetics do not use the old permit model. Complete cosmetics business registration, list the product on cos.fda.gov.tw/TCAL, receive the listing number, and use it for customs. Designated categories also need a PIF.

3. Five steps for cosmetics product listing

Complete business registration
Register the cosmetics business on the Fadenbook platform.
Log in to the product listing system
Use the business account to log in and create a new product.
Enter product data
Enter product name, full ingredients, label text and manufacturer GMP data.
Submit and get a listing number
After submission, the system issues the listing number immediately.
Prepare PIF if required
Designated categories must keep a Product Information File.
4. PIF: what is it and who needs it?
PIF means Product Information File. It must be prepared and kept for designated cosmetics categories.
- Prepared and retained by the business; not uploaded to the listing system
- Must be available during regulator inspection
- Missing PIF may lead to fines up to TWD 1 million
Check TFDA announcements for designated categories. Common examples include sunscreen, hair dye and perm products.
5. What should a PIF include?
