Why are lithium batteries restricted in shipping?
Lithium batteries are central to modern electronics, but shipping them involves 3 major risks:
- Thermal runaway: lithium batteries can catch fire or explode under heat, impact, or short circuits, and in-flight fires are difficult to extinguish
- High energy density: they store 3-5 times more energy than traditional batteries in the same volume, increasing accident severity
- Historical aviation accidents: the 2010 UPS Flight 6 crash involving lithium battery fire led to strict IATA controls
As a result, products with lithium batteries are broadly restricted from air freight, except for limited passenger baggage cases. For shipping to Taiwan, sea freight is usually the practical route.

UN3481 air-freight feasibility
- Single battery โค 100Wh: phones, tablets, and cameras may ship by air, and many commercial couriers accept them
- Single battery 100-160Wh: stricter limits apply, and airline approval may be required
- Single battery > 160Wh: air freight is fully prohibited, such as EV batteries and energy-storage batteries
- Loose, unsecured, or damaged batteries: fully prohibited from air freight

Example: 3.7V ร 10000mAh (10Ah) = 37 Wh, typical for a phone power bank
- iPhone battery: about 13 Wh, allowed in carry-on baggage but strictly limited by courier rules

- 20000mAh power bank: about 74 Wh
- Laptop battery: 50-95 Wh
- Dyson vacuum battery: about 75 Wh
- Hoverboard battery: 100-300 Wh, mostly banned from air freight

9 common lithium battery products
1. Power banks
10000mAh = 37 Wh and 20000mAh = 74 Wh. As UN3480 standalone batteries, they are fully prohibited from air freight.
BSMI regulated: a qualified compliance mark is required, or customs may reject the shipment.
2. Bluetooth earbuds / Bluetooth speakers
Built-in batteries are usually 1-5 Wh, and UN3481 items can generally ship by air.

3. Smartwatches / fitness bands
Built-in batteries are usually 1-3 Wh, and UN3481 air freight is possible. Examples include Apple Watch, Garmin, and Fitbit.
4. Cordless vacuums (Dyson, Xiaomi)
Built-in batteries are often 50-100 Wh, near the UN3481 boundary. Items over 100 Wh are often rejected for air freight.
5. Electric toothbrushes / electric shavers
Built-in batteries are usually 1-5 Wh, and UN3481 air freight is possible.
6. Hoverboards
Batteries are usually 100-300 Wh, and almost all are banned from air freight. Taiwan also has strict safety rules for hoverboards, and some models may be restricted from import.
7. Electric scooters and e-bikes
Batteries are usually 200-800 Wh, and air freight is fully prohibited. Taiwan road-use rules for electric vehicles are strict, and some require registration.
8. Toys with built-in batteries (RC cars, robots)
Most have small batteries under 5 Wh. However, IATA rules can be stricter for toys intended for children under 3 years old.
9. Laptops and tablets
Batteries are usually 30-95 Wh, and UN3481 air freight is usually possible for one device. Multiple devices in one shipment require checking airline limits.

BSMI certification and Taiwan regulations
Many lithium battery products are BSMI-regulated goods in Taiwan and must comply with:
- CNS 14336-1 (information technology equipment safety)
- CNS 15364 (lithium-ion battery safety)
- CNS 14334 (toy safety)
- CNS 13438 (electromagnetic compatibility)
- 1 item for personal use: usually released, except for absolute prohibited items
- 3 or more items: customs may treat it as commercial import and require a BSMI personal-use exemption application
- Commercial resale: BSMI type approval is required, typically NT$15,000-80,000 per item type and 4-8 weeks
