BSMI Regulated Product List and Consolidation Risk Guide

Latest 2026 BSMI product inspection guide: 7 regulated categories, identification tips, application process, real rejected-shipment cases, and what to check before consolidation

What is BSMI, and why does Taiwan customs check it?

BSMI (Bureau of Standards, Metrology and Inspection) is the English abbreviation for Taiwan's Bureau of Standards, Metrology and Inspection under the Ministry of Economic Affairs. It is responsible for product safety inspection in Taiwan. To protect consumers from unsafe products, such as power banks that overheat and catch fire, non-compliant children's toys, or appliances with excessive emissions, BSMI places high-risk goods on the mandatory inspection list and requires inspection plus a commodity inspection mark before import.

Why do consolidated parcels get held? During customs clearance, customs may inspect the goods inside a parcel. If the parcel contains BSMI-regulated products without a valid mark, customs may return, destroy, or require supplementary inspection for the goods. The cost is often higher than the product price. This is one of the most common mistakes for first-time consolidation users.

7 major BSMI-regulated product categories most often rejected in consolidation

1. Lithium battery products / power banks

Chargers, power banks, lithium batteries, and small appliances with built-in batteries, such as electric toothbrushes, shavers, and cordless vacuum cleaners. These products are subject to both BSMI inspection and air transport restrictions.

Common examples: Xiaomi power banks, ANKER power banks, bottle-cap lithium batteries, Bluetooth earphone charging cases

2. Bluetooth, Wi-Fi, and wireless communication devices

Bluetooth earphones, Bluetooth speakers, wireless network cards, Wi-Fi routers, wireless keyboards and mice, and wireless cameras. Any device transmitting 2.4GHz or 5GHz signals is regulated.

Common examples: JBL Bluetooth speakers, Logitech wireless mice, TP-Link routers, IP Cams

3. LED lights, bulbs, and light strips

Household LED bulbs, LED strips, desk lamps, night lights, Christmas lights, and automotive LED lights. Non-compliant current specifications can cause fires, so these are a BSMI inspection focus.

Common examples: Philips LED bulbs, 5050 RGB light strips, solar garden lights, dashcam LED fill lights

4. Toys, including electronic and infant toys

Toys for children under 3, battery-powered toys, mechanical toys, and plastic toys, including plasticizer testing. Safety standards are especially strict.

Common examples: counterfeit LEGO-style bricks, light-up spinning tops, electric trains, baby rattles, bath toys

5. Household appliances, small and large

Hair dryers, electric kettles, electric fans, air purifiers, heaters, electric blankets, ovens, and coffee machines. Almost all plug-in 110V devices are regulated.

Common examples: Dyson hair dryers, Xiaomi air purifiers, SHARP heaters, Joyoung soy milk makers

6. Baby safety products

Baby walkers, strollers, cribs, car seats, pacifiers, and baby bottles made with polycarbonate. CNS child-specific standards apply.

Common examples: baby strollers, baby walkers, safety gates, cartoon-shaped pacifiers

7. Automotive electronic accessories

Dashcams, car USB chargers, electronic phone mounts, car air purifiers, and car vacuum cleaners. Any electronic device powered from a vehicle outlet is regulated.

Common examples: DJI dashcams, Apple CarPlay modules, car refrigerators

How do you identify whether a product needs BSMI?

Use these three quick checks:

Method 1: Check whether the product itself has a BSMI mark

Compliant products carry a commodity inspection mark (usually with an approval number such as R12345). If the product photos or unboxing videos do not show this mark, it has probably not been inspected.

Method 2: Use the HowBridge Logistics BSMI lookup system

Go to the /bsmi lookup page and enter the product name or CCC code to check whether the product is regulated and which CNS standard applies. It is free and instant; checking before consolidation can prevent 90% of rejected-shipment cases.

Method 3: Pre-shipment receiving inspection at the consolidation warehouse

When the HowBridge Logistics Shenzhen warehouse receives a parcel, it performs a basic inspection. If high-risk BSMI products are found, such as a power bank without a Chinese manual, we proactively notify you so you can decide whether to return it to Taobao or change the shipping method before dispatch.

5-step self-check before consolidation:
  1. Can you see the BSMI mark in the product photos?
  2. Does the product description mention "Taiwan CNS standards"?
  3. Does the seller offer a "Taiwan-specific shipping" option?
  4. Mainland China domestic brands without a Taiwan agent usually have not been inspected
  5. If uncertain, check the CCC code on the BSMI lookup page

What if there is no BSMI? Application process

Small quantities for personal use (< 6 units of the same model)

For personal use, you can apply for a "personal-use inspection exemption"; each person may import up to 6 units per product category per year. Application steps:

  1. Apply for "personal-use inspection exemption" on the BSMI official website
  2. Prepare product photos, a usage declaration, and a copy of the recipient's ID
  3. Wait for review (about 5-7 business days)
  4. After approval, present the approval letter to customs for release

Commercial import (for resale)

Commercial imports require formal "type approval" plus "product certification registration." The process takes about 4-8 weeks and costs roughly NT$15,000-80,000 depending on inspection items. We recommend using a professional agent or customs service provider.

Key difference between personal use and commercial import: commercial imports require batch certification and official marking before sale. Personal use means "for your own use" only and cannot be resold. If customs suspects a commercial purpose, such as 6+ units of the same model, retail packaging, or invoices, it may classify the shipment as a commercial import.

Real rejected-shipment cases and costs

Case A: 4 Xiaomi power banks

A customer bought 4 Xiaomi power banks from Taobao (unit price RMB 99) as gifts. Customs inspection found no BSMI mark, and the quantity exceeded the personal-use exemption threshold for one product type. It was classified as a commercial import. Result: all goods detained and destroyed. Customer loss: RMB 396 + international shipping NT$280.

Case B: 1 Bluetooth earphone for personal use

A customer bought 1 Sony Bluetooth earphone (RMB 1,200). Although it was one unit for personal use, it was a major-brand genuine product with original packaging. Customs considered possible resale and required a BSMI personal-use exemption application. The customer submitted the application and the goods were released after 7 days, with warehouse storage charged at NT$50/day during the hold.

Case C: 5-meter LED light strip

A customer bought one 5-meter RGB LED strip (RMB 89). Although LED lighting products are regulated, one piece for personal decoration is often released. The customer proactively applied for personal-use exemption before arrival, and customs released the goods directly. Total time: 2 weeks; application fee: NT$0 (free for personal use).

5 practical tips for consolidating BSMI products

  1. Confirm the seller can provide a BSMI certificate - before ordering, ask directly, "Does it have BSMI?" Taiwan brands or Taiwan agents usually have it; mainland China domestic-only brands usually do not.
  2. Prioritize Taiwan brands or agent-imported goods - for the same ANKER power bank, the Taiwan-agent version has BSMI, while Taobao parallel imports usually do not. It may cost 30% more, but it is much more likely to clear customs.
  3. Use sea freight for bulky items where applicable - products with lithium batteries cannot go by air but may be shipped by sea. If you must buy a battery-powered appliance, sea freight avoids the air transport ban, but BSMI still needs to be addressed.
  4. Do not consolidate more than 1 unit of the same product at once - the key customs indicator for "commercial import" is multiple identical units. One Sony earphone for personal use is usually acceptable; five units are likely to be rejected.
  5. Ask the consolidator to check BSMI status - professional consolidators have lookup systems. HowBridge Logistics automatically scans for BSMI-regulated items after arrival and proactively notifies customers of the options.

BSMI consolidation FAQ

Q1. Can power banks be consolidated to Taiwan?
Technically yes, but there are two hurdles: โ‘  power banks are BSMI-regulated products, and items without a qualified mark may be returned by customs; โ‘ก lithium battery products cannot be shipped by air and must use sea freight. We recommend buying 1 unit for personal use, applying for personal-use inspection exemption, and shipping by sea. The safest approach is to buy a Taiwan-agent product directly.
Q2. Who pays shipping if a BSMI product is rejected?
Return freight is paid by the cargo owner (you), including the original international freight, return freight, and storage fees (NT$50-100 per day). Consolidators usually are not responsible for this loss. Checking BSMI before consolidation is the cheapest prevention.
Q3. How many BSMI products can one person bring in?
There is no absolute number, but the general rule is: 1 unit of the same type/model is safest, fewer than 3 units may still qualify for personal-use exemption, and 5+ units will almost certainly be treated as commercial import. If you truly need multiple units, consider splitting shipments (1-2 units each time) or using a formal commercial import application.
Q4. Can Japanese PSE or EU CE certification replace BSMI?
No. Taiwan BSMI, Japan PSE, EU CE, and US FCC are separate certification systems and are not mutually recognized. Even if a product has PSE or CE marks, it still needs BSMI recognition for Taiwan. A small number of multi-standard products pass inspections in several countries; check the marks carefully before buying.
Q5. Will LED lights be held by customs during consolidation?
It depends on the product type. Household LED bulbs and fixtures are BSMI-regulated, and unmarked products may be inspected. However, LED light strips under 5 meters for personal decoration are often released more leniently. For a higher release rate, keep it to a single roll under 5m, use it personally, and avoid declaring a commercial purpose.
Q6. What does the commodity inspection mark look like?
A valid BSMI mark is usually a green-and-white hexagonal or circular icon with an approval number, such as R12345 or D12345. If the product body, outer box, and manual all lack this mark, it is almost certainly not inspected. See the graphic explanation on the BSMI lookup page.
