What is BSMI, and why does Taiwan customs check it?
BSMI (Bureau of Standards, Metrology and Inspection) is the English abbreviation for Taiwan's Bureau of Standards, Metrology and Inspection under the Ministry of Economic Affairs. It is responsible for product safety inspection in Taiwan. To protect consumers from unsafe products, such as power banks that overheat and catch fire, non-compliant children's toys, or appliances with excessive emissions, BSMI places high-risk goods on the mandatory inspection list and requires inspection plus a commodity inspection mark before import.
7 major BSMI-regulated product categories most often rejected in consolidation
1. Lithium battery products / power banks
Chargers, power banks, lithium batteries, and small appliances with built-in batteries, such as electric toothbrushes, shavers, and cordless vacuum cleaners. These products are subject to both BSMI inspection and air transport restrictions.
2. Bluetooth, Wi-Fi, and wireless communication devices
Bluetooth earphones, Bluetooth speakers, wireless network cards, Wi-Fi routers, wireless keyboards and mice, and wireless cameras. Any device transmitting 2.4GHz or 5GHz signals is regulated.
3. LED lights, bulbs, and light strips
Household LED bulbs, LED strips, desk lamps, night lights, Christmas lights, and automotive LED lights. Non-compliant current specifications can cause fires, so these are a BSMI inspection focus.
4. Toys, including electronic and infant toys
Toys for children under 3, battery-powered toys, mechanical toys, and plastic toys, including plasticizer testing. Safety standards are especially strict.
5. Household appliances, small and large
Hair dryers, electric kettles, electric fans, air purifiers, heaters, electric blankets, ovens, and coffee machines. Almost all plug-in 110V devices are regulated.
6. Baby safety products
Baby walkers, strollers, cribs, car seats, pacifiers, and baby bottles made with polycarbonate. CNS child-specific standards apply.
7. Automotive electronic accessories
Dashcams, car USB chargers, electronic phone mounts, car air purifiers, and car vacuum cleaners. Any electronic device powered from a vehicle outlet is regulated.
How do you identify whether a product needs BSMI?
Use these three quick checks:
Method 1: Check whether the product itself has a BSMI mark
Compliant products carry a commodity inspection mark (usually with an approval number such as R12345). If the product photos or unboxing videos do not show this mark, it has probably not been inspected.

What if there is no BSMI? Application process
Small quantities for personal use (< 6 units of the same model)
For personal use, you can apply for a "personal-use inspection exemption"; each person may import up to 6 units per product category per year. Application steps:
- Apply for "personal-use inspection exemption" on the BSMI official website
- Prepare product photos, a usage declaration, and a copy of the recipient's ID
- Wait for review (about 5-7 business days)
- After approval, present the approval letter to customs for release
Commercial import (for resale)
Commercial imports require formal "type approval" plus "product certification registration." The process takes about 4-8 weeks and costs roughly NT$15,000-80,000 depending on inspection items. We recommend using a professional agent or customs service provider.
Real rejected-shipment cases and costs
Case A: 4 Xiaomi power banks
A customer bought 4 Xiaomi power banks from Taobao (unit price RMB 99) as gifts. 5 practical tips for consolidating BSMI products
- Confirm the seller can provide a BSMI certificate - before ordering, ask directly, "Does it have BSMI?" Taiwan brands or Taiwan agents usually have it; mainland China domestic-only brands usually do not.
- Prioritize Taiwan brands or agent-imported goods - for the same ANKER power bank, the Taiwan-agent version has BSMI, while Taobao parallel imports usually do not. It may cost 30% more, but it is much more likely to clear customs.
- Use sea freight for bulky items where applicable - products with lithium batteries cannot go by air but may be shipped by sea. If you must buy a battery-powered appliance, sea freight avoids the air transport ban, but BSMI still needs to be addressed.
- Do not consolidate more than 1 unit of the same product at once - the key customs indicator for "commercial import" is multiple identical units. One Sony earphone for personal use is usually acceptable; five units are likely to be rejected.
