EZ WAY 易利委 — Complete Guide to Taiwan Customs Import Real-Name Verification
- EZ WAY 易利委 is the Express Consignment Import Real-Name Verification app developed by Tradevan for the Customs Administration, Ministry of Finance. It is available for iOS and Android and is completely free.
- Since 2020-05-16, consignees receiving express parcels from overseas must complete real-name verification and authorisation before customs will release their parcels.

- New rules from 2026-03-01:Real-name verification plus pre-confirmed authorisation is now mandatory. For every imported parcel, you must open the push notification and tap “Declaration Matches” before customs will release it.
- How to use it:Download the app → register with your national ID or Alien Resident Certificate (ARC) and a Taiwan mobile number → complete real-name verification by photographing your ID and using facial recognition, which takes about 1–3 business days → tap “Confirm Declaration” within 7 days of receiving a parcel notification.

EZ WAY 易利委 is the Express Consignment Import Real-Name Verification app launched by Taiwan’s Customs Administration, Ministry of Finance and developed by Tradevan. It digitizes the former paper customs declaration authorisation process. After completing real-name verification in the app, you can grant authorisation online without giving your national ID number or personal information to a logistics provider, helping prevent misuse of your personal data.
Since 16 May 2020 (ROC year 109), Customs has used its clearance system to verify authorisation for express consignment declarations. If the consignee has not completed real-name verification and authorisation when the customs broker submits the declaration, Customs will not accept the declaration. Therefore, if you use parcel consolidation to ship Taobao, Pinduoduo, 1688, or Douyin orders to Taiwan, your first essential step is to install EZ WAY and complete real-name verification.
What happens if you do not install EZ WAY?
- Your parcel will be held by Customs and cannot be released
- Storage fees will accrue daily
- If no action is taken within 30 days, the parcel will be treated as abandoned goods and returned or destroyed
- The owner of the goods must pay the return shipping costs

1Download and register
Enter your national ID or Alien Resident Certificate (ARC) number, Taiwan mobile number, email address, and password, then enter the SMS verification code to complete registration in about 3 minutes.
2Complete real-name verification once
Photograph the front and back of your ID and complete facial recognition for review. Carrier verification is faster when the mobile number is registered in your name; SMS verification requires you to upload your ID and takes about 3 business days.
3Enroll in pre-confirmed authorisation
Under the rules effective from 2026-03-01, check the app settings to confirm that you are enrolled in “Pre-confirmed Authorisation.”
4Open the parcel notification and tap “Confirm Declaration”
Verify the sender, item description, and value, then tap “Declaration Matches” before Customs will release the parcel. You must respond within 7 days.

New 2026 Pre-confirmed Authorisation Rules
On 2026-02-23, the Ministry of Finance issued amendments to the air and sea express consignment customs clearance regulations. Pre-confirmed authorisation has been fully implemented since 2026-03-01. Individuals using real-name verification and online authorisation for simplified import declarations must first enroll in Pre-confirmed Authorisation in the app. After receiving a push notification for each imported parcel, verify the information and tap “Declaration Matches” before it can be released. If the parcel is not yours, tap “Declaration Does Not Match” to reject it.
What happens if you do not set up pre-confirmed authorisation?
The parcel will be held by Customs because the customs declaration authorisation has not been completed, and daily storage fees will accrue. After 30 days, it will be treated as abandoned goods and returned or destroyed, with the owner responsible for the costs. Confirm the declaration as soon as you receive the push notification.

- Real-name verification and customs declaration authorisation for express consignment consignees: The direct legal basis is Article 17 of the Regulations Governing Customs Clearance for Air Express Consignments, which provides three methods of authorisation: written case-specific or long-term authorisation, online authorisation through the Customs-Port-Trade Single Window, or online case-specific authorisation through a real-name verification platform established by a customs clearance network operator; and Article 18 of the Regulations Governing Customs Clearance for Sea Express Consignments, which permits online customs declaration authorisation through confirmation on a device associated with a real-name-verified mobile number or by signing in with a Citizen Digital Certificate. Article 18 Paragraph 3 of the air express regulations also permits declarations made using a real-name-verified mobile number to omit the national ID number. These regulations are authorised by Article 27 Paragraph 2 of the Customs Act — Customs Administration, Ministry of Finance.
- Pre-confirmed authorisation fully implemented from 2026-03-01: On 2026-02-23, the Ministry of Finance issued amendments to the air and sea express consignment customs clearance regulations. Pre-confirmed authorisation now applies to all simplified individual import declarations using real-name verification and online authorisation. The customs declaration authorisation cannot be completed unless this process is completed — Customs Administration, Ministry of Finance.
