No Visitor Tax Refund in Canada: Prices Already Include Tax

Canada permanently abolished its "Visitor Rebate Program" long ago.

Unlike Japan's consumption tax, Korean/European VAT, or Australia's TRS, in Canada even the traveler themselves cannot get a tax refund. Non-residents cannot reclaim at the airport the 5% federal GST up to roughly 15% (including provincial PST/HST) paid on purchases at regular stores. In other words, Canadian sticker prices already include tax, so shipping to Taiwan means calculating cost on the tax-inclusive price — there is no room for "refund first, then ship."

✅ The one favorable exception: zero-rated tax when a merchant ships directly overseas.

Under Canada's zero-rated export rules, if a merchant ships the item directly to your overseas (Taiwan) address, that sale can be exempted from GST/HST. Some high-value merchants' websites support "tax-free direct shipping overseas" — before ordering, you can ask the merchant whether they can ship directly to a Taiwan address and issue a zero-rated export invoice, saving 5–15% in tax (availability depends on the merchant's policy).

Study Abroad & Relocation Luggage: Higher Allowance for Unaccompanied Baggage

Canada is a major study-abroad destination — do not ship your study-abroad or relocation belongings back to Taiwan as an ordinary parcel.

Personal belongings brought home can go through unaccompanied (not carried) baggage, which qualifies for the passenger baggage tax-free allowance (total household value NT$35,000, used single items under NT$10,000) — much higher than the NT$2,000 for ordinary imports. However, it requires the traveler to enter Taiwan in person, declare it on the customs declaration form upon arrival, and import it within 6 months of the entry date.
