Can you ship things from mainland China to Taiwan?
Yes, but a shipment must pass China export, carrier acceptance, transport-safety and Taiwan import rules.
Courier, international post and formal import declarations are different routes. Personal simplified express declarations can use EZ WAY online authorization; postal parcels follow a separate postal procedure. Since March 1, 2026, EZ WAY online authorization requires the recipient to verify the item name and declared value and pre-confirm authorization before the broker may file. What should I watch out for when a friend in China sends me something?
Gifts sent free of charge by friends and relatives still have to be declared and taxed; customs may determine the duty-paying value by its own assessment.
Assuming that “it was a gift, nobody paid for it” means it is tax-free is a common misconception — import tax is assessed on the goods themselves, regardless of whether a transaction took place. A free gift has no transaction value that can be established under Article 29 of the Customs Act, so customs may, under Articles 31 to 35 of the same Act, assess the duty-paying value using the value of identical or similar goods, the domestic selling price or another reasonable method — and the result is often higher than the “zero” the sender assumed. Ask your friend to include the purchase invoice or a screenshot, and declare the item name and value truthfully; a false declaration may incur a fine and back taxes under the Customs Anti-smuggling Act.
The assessment of the import duty-paying value is not arbitrary: an empirical study that used K-means cluster analysis to examine the fairness of customs valuation found that the duty-paying value of identical goods need not correspond one-to-one with the country of production, and that customs assessment by reasonable methods based on the data obtained is statistically fair (《進口貨物完稅價格與生產國別之實證研究》 [An Empirical Study of Import Duty-Paying Value and Country of Production], catalog D020). Another master's thesis comparing Taiwan's valuation system with the WTO Customs Valuation Agreement analysed 11 rulings on disputes over import duty-paying value and recommended putting the customs consultation mechanism on a statutory footing (catalog D022). - Rounding: for mainland-China origins to Taiwan, additional weight below 100 kg rounds up by 0.5 kg; 100 kg or above rounds up to a whole kilogram.

Tax, Customs and CCC Codes
Courier, postal parcel and formal declaration are different routes
Express imports are grouped by customs value: X2 is a low-value duty-free express shipment up to NT$2,000, X3 is a low-value taxable express shipment from NT$2,001 to NT$50,000, and X4 above NT$50,000 requires a general import declaration. X2 and X3 can normally use simplified declarations, but food, quarantine, inspection or other controlled goods may still require formal clearance and documents. International postal parcels follow a separate postal procedure and should not be mixed with the courier EZ WAY flow.
Exemption and tariff codes
- The NT$2,000 threshold is the customs value of the same batch—normally goods price plus international freight and insurance—not the marketplace subtotal.
- Tobacco, alcohol, tariff-quota agricultural products and frequent imports are excluded. January–June and July–December are counted separately: qualifying shipments 1–6 may be exempt; the 7th onward is not, with counts reset on January 1 and July 1.
- Duty depends on the CCC tariff code.
- Use the tariff lookup tool before shipping.
Will the shipping cost be included in the customs duty? How to calculate the customs value
Yes. International freight and insurance are included in customs value. Customs value is normally CIF: goods price (FOB) plus international freight and insurance. A marketplace subtotal below NT$2,000 can therefore cross the threshold after freight or insurance. The exemption also excludes tobacco, alcohol, tariff-quota agricultural goods and the 7th frequent import in each half-year. For personal express simplified declarations using EZ WAY online authorization, since March 1, 2026 the recipient must verify item names and declared value and pre-confirm the authorization; select “declaration mismatch” and ask the broker to correct any error.
ECFA Early Harvest List & Certificate of Origin
Goods imported from China that fall under the ECFA (Cross-Strait Economic Cooperation Framework Agreement) "Early Harvest List" (certain textiles, machine parts, chemical raw materials, petrochemicals, etc.) can enjoy 0% or reduced preferential tariffs instead of the standard import tariff rate. However, the preference is not applied automatically — customs declaration must include the dedicated ECFA Certificate of Origin (different from the general Certificate of Origin, CO), and it only applies once verified and approved by Taiwan Customs.
- Check the Early Harvest List first: Confirm the goods are on the ECFA Early Harvest List using the CCC/HS Code, otherwise the standard tariff rate still applies.
- The ECFA certificate of origin is applied for on the China export side: Ask your mainland China supplier to apply through the CCPIT (China Council for the Promotion of International Trade), official portal co.ccpit.org/front/process.
- Product name/HS Code must match: The ECFA certificate of origin must be consistent with the import declaration and commercial invoice, otherwise Customs will not apply the preferential rate.
Declare honestly: Falsifying the country of origin or making false declarations is subject to penalties under the Customs Anti-smuggling Act, including back taxes and fines.

Restricted Items for China to Taiwan Shipping
Restricted goods must pass four checks: China export rules, carrier acceptance, transport-safety rules and Taiwan import controls. “The carrier can move it” does not mean Customs, BSMI, NCC, TFDA or APHIA will permit import. Verify the real item name, material, use, specifications and CCC code, and declare truthfully.
Electrical goods and BSMI: classify by CCC code first
- Names such as charger, power bank, lamp or power supply are only risk flags; the name alone does not prove the item is subject to inspection.
- Check function, specifications and CCC code against the announced inspection scope; personal use is not automatically exempt.
- Only qualifying non-sale personal-use, sample, exhibition or R&D cases may use an exemption code or application. Start with the BSMI import list.

- Parallel-import phones may need review first

How to Pay Your Freight Bill: Methods and Full Process
Once your parcels have been consolidated and shipped, the system issues a freight bill for that batch. You can settle it online by card or bank transfer; a successful payment clears the bill automatically, so there is no need to report the last five digits of a transfer. Below are the payment methods currently available, every step of the process, and what online payment on this site may be used for.
Online payment on this site is used solely to pay consolidated freight and related logistics service fees (international freight, forwarding, domestic delivery, customs clearance and warehousing-related service fees). We do not collect payment for your goods, we do not pay sellers on your behalf, and we are not a party to your transaction with the seller. Payment for items bought on Taobao, Tmall, 1688, Pinduoduo or any other platform must still be made to the seller through that platform as usual. We charge only for the logistics service of moving your goods from the warehouse to you.

A freight bill is issued after your parcels ship
Once your parcels have been received at the consolidation warehouse, packed and shipped, the system issues a freight bill for that batch, covering international freight, forwarding and domestic delivery charges.

Sign in to your account and open My Bills to see the amount due, the number of parcels and a line-by-line breakdown of the charges before you pay.

Tap "Pay Now" to open the secure checkout
The checkout shows the parcels being settled and the total due once more, and lists the available payment methods. Amounts are always calculated on the server, so they never vary by device or browser.

Choose a payment method and complete payment
You are then taken to the payment page for the method you chose. Credit card, Apple Pay, Google Pay and Samsung Pay are completed on the NewebPay page; choosing LINE Pay takes you to the LINE Pay payment page, where you simply confirm in the LINE app; choosing ATM transfer gives you a dedicated virtual account, bank code and payment deadline; choosing convenience-store code payment gives you a payment code to print the slip at a store kiosk and pay at the counter. Please complete non-instant payments before the deadline. If you choose Taiwan Pay or E.SUN Wallet, a QR code appears — pay by scanning it in the matching app; the page will not return to our site afterwards, and your bill updates once the payment notification arrives.
