What is dual clearance?

Dual clearance means the logistics provider files both the China-side export declaration and the Taiwan-side import declaration. HowBridge's quote covers only consolidation, international freight, and customs brokerage. Import duty and VAT are borne by the recipient and collected in cash on delivery by HCT Logistics — HowBridge neither advances nor pays them on your behalf.

Exemption and tariff codes

Will the shipping cost be included in the customs duty? How to calculate the duty-paid price

Yes, the freight itself will be included in the duty-paid price. According to He Yixing's "Import and Export Customs Clearance Practices and Import Tax Calculation" ("Trade Magazine" NO. 408, June 2025), Taiwan and most other countries in the world use CIF (landing price = goods price FOB + international freight F + insurance premium I)Duties are levied as the dutiable value: tariff = CIF × tariff rate, goods tax = (CIF + tariff) × goods tax rate, business tax = (CIF + tariff + goods tax) × 5%, trade promotion service fee = CIF × 0.04%. Therefore, the higher the freight, the higher the duty-paid price. Make good use of consolidation and ocean freight (NT$25/kg) to reduce freight, which not only saves freight, but also reduces the duty-paid price and the overall tax burden simultaneously; when the single duty-paid price does not exceed NT$2,000, tax exemption is also applicable (if it exceeds 6 times in half a year, it will not be applicable from the 7th time).

ECFA Early Harvest List & FORM F Certificate of Origin

Goods imported from China that fall under the ECFA (Cross-Strait Economic Cooperation Framework Agreement) "Early Harvest List" (certain textiles, machine parts, chemical raw materials, petrochemicals, etc.) can enjoy 0% or reduced preferential tariffs instead of the standard import tariff rate. However, the preference is not applied automatically — customs declaration must include the dedicated ECFA Certificate of Origin "FORM F" (different from the general Certificate of Origin, CO), and it only applies once verified and approved by Taiwan Customs.

Key points for using FORM F to claim ECFA preferential tariffs:
  • Check the Early Harvest List first: Confirm the goods are on the ECFA Early Harvest List using the CCC/HS Code, otherwise the standard tariff rate still applies.
  • FORM F is applied for on the China export side: Ask your mainland China supplier to apply through the CCPIT (China Council for the Promotion of International Trade), official portal co.ccpit.org/front/process.
  • Product name/HS Code must match: FORM F must be consistent with the import declaration and commercial invoice, otherwise Customs will not apply the preferential rate.

Declare honestly: Falsifying the country of origin or making false declarations is subject to penalties under the Customs Anti-smuggling Act, including back taxes and fines.
