How Is Duty on Perfume Calculated? Hermès as an Example
Perfume imported into Taiwan carries 0% duty and only 5% business tax—Hermès included. Tariff code 3303.00.00; tax payable = customs value (goods + international shipping + insurance) × 5%; shipments with a customs value of NT$2,000 or less are tax-exempt for up to 6 shipments per half-year. For example, a bottle of Terre d'Hermès with a customs value of NT$4,800 including shipping incurs only NT$240 in taxes.
The calculation order follows Customs Administration clearance practice: duty = customs value × duty rate, business tax = (customs value + duty + commodity tax) × 5% (Ho Yi-hsing (何怡興), “International Trade Essentials: Import/Export Clearance Practice and Import Tax Calculation (Part 3): Calculations,” Trade Magazine, Issue 408, June 2025; Keelung Customs' guidelines for cross-border online shopping via sea express use the same formula). Perfume has a 0% duty rate and is not subject to commodity tax, so the business tax is simply 5% of the customs value. Taking Terre d'Hermès 100ml as an example and assuming a customs value of NT$4,800 including shipping: duty NT$0, business tax NT$240, for total taxes of NT$240. For simplified sea express declarations, taxes are deducted online from a prepaid deposit (Article 7 of the Regulations Governing Clearance Operations of Sea Express Consignments), and the shipment clears once the recipient confirms the declaration in EZ Way.

No Air Shipping, TFDA Rules, and Taxes
Perfume = Dangerous Goods Class 3
Most perfumes have an alcohol content above 70% (the fragrance concentrate in an EDT or EDP accounts for only 5-20%, with the rest being mainly alcohol), which makes them UN1266 Class 3 flammable liquids regulated under the IATA Dangerous Goods Regulations (DGR) and the IMDG Code; only aqueous solutions with an alcohol concentration of 24% or less fall outside dangerous goods rules. Standard air freight and international courier channels such as DHL, FedEx, and UPS refuse undeclared perfume, while shippers certified for dangerous goods may tender limited quantities after declaring them under the DGR. Perfume carried by travelers in carry-on or checked baggage is a toiletry article permitted by IATA (up to 2kg/2L per person in total and 0.5kg/0.5L per single article; carry-on baggage is additionally subject to the 100ml aviation security rule, see the FAQ). For ordinary consumers the workable option is sea freight, with packaging that complies with the IMDG Code (source: IATA DGR Table 2.3.A).

Effective 2024-07-01 (ROC 113-07-01), the inspection and registration system no longer applies and has been replaced by the “cosmetics product notification system”. Commercial imports must complete product notification in advance under the Cosmetic Hygiene and Safety Act.
- Taxes: Perfume under tariff code 3303.00.00 is subject to 0% import duty, with only 5% business tax payable on import. Shipments with a customs value, including the product, shipping, and insurance, of NT$2,000 or less are tax-exempt. The exemption does not apply after more than 6 shipments within a six-month period. - Declare accurately: Accurately declare the item as “perfume” and report the actual transaction value. Keep your order invoice as evidence. If underdeclaration is discovered, unpaid taxes and penalties will be imposed.
- Ban on protected-species ingredients: For perfumes containing ingredients from protected animals such as natural musk, the musk deer genus (Moschus spp.) is a CITES-listed species, and Article 24 of the Wildlife Conservation Act provides that “products made from protected wildlife may not be imported or exported without the consent of the central competent authority”. Neither individuals nor commercial perfume importers can obtain such consent in practice, so importation is effectively impossible.
Alternatives for Small Quantities (1-3 Bottles)
Bring them home while traveling: each liquid container in carry-on baggage must not exceed 100ml, and all containers must fit inside a 1-liter transparent resealable bag (Civil Aeronautics Administration carry-on baggage security rules). Full-size bottles may be placed in checked baggage—IATA lists perfume as a permitted toiletry article, with an upper limit of 2kg/2L per person in total and 0.5kg/0.5L per single article (subject to each airline's rules). Items within the passenger baggage duty-free allowance are tax-exempt upon entry: effective 113-06-26 (2024-06-26), the duty-free allowance for general travelers was raised from NT$20,000 to NT$35,000 (announced by the Customs Administration, Ministry of Finance; see the authoritative sources at the foot of this page). Confirm the Receiving Warehouse and Sales Tax
