One sentence answer
A Taiwan dedicated shipping route (台灣專線) is a consolidation lane from China straight to Taiwan, with the consolidator handling export declaration and Taiwan import clearance. When choosing one, check three things: does the quote include customs clearance, do regular and special cargo pay the same rate, and are tariff import regulations checked before shipping. HowBridge sea express: NT$50 per unit, about 5–10 working days (as published by HowBridge).
A "Taiwan dedicated shipping route" (台灣專線) is an exclusive consolidation lane shipping directly from China to Taiwan, where the consolidator arranges export and import customs clearance. HowBridge Taiwan routes: sea LCL consolidation from NT$25/kg or from NT$150 per cu ft (7–14 days, minimum charge NT$3,500 per shipment), sea express NT$50 per unit (about 5–10 working days), air freight NT$100/kg (about 3–5 working days, actual weight only); the current rate table does not distinguish regular and special cargo (as published by HowBridge). Sea express and air have no minimum charge and add a dispatch fee of NT$100 / NT$120 respectively when the actual weight is under 10 kg; sea LCL is quoted by customer service according to the goods. 5 key factors when choosing a Taiwan route: ① Is the rate the same for regular and special cargo (no surprise surcharges)? ② Does the rate include customs clearance? ③ Is clearance handled by an AEO-certified customs broker (dual-clearance)? ④ Will they help you complete EZWay real-name verification and declaration confirmation? ⑤ Is multilingual customer service available? The taxpayer for import duty and VAT is the consignee, the holder of the delivery order or the holder of the goods (Customs Act, Article 6), in the amount assessed by Customs. For home-delivery shipments you can pay in one of two ways: Hsinchu Logistics collects the tax on delivery (collection fee NT$30, under the current HowBridge–Hsinchu Logistics contract, as published by HowBridge), or you choose “HowBridge collects and pays”, where the tax is added to your HowBridge member bill and HowBridge pays it on your behalf (handling fee NT$40 per shipment, waived when the tax is 0; an e-invoice is issued for the handling fee, not for the tax itself). Imports with a dutiable value of NT$2,000 or below are exempt from customs duty and VAT.
How do you choose a Taiwan dedicated shipping route? 5 key factors
1Same rate for regular and special cargo? Any surprise surcharges?
Moving the box is the simple part; customs is the hard part. HowBridge's current rate table does not distinguish regular and special cargo (as published by HowBridge). The point is not the discount, it is that your quote will not change later because the goods get reclassified as special cargo; whether items such as lithium batteries or liquids can be accepted still has to be confirmed against the shipping conditions first. HowBridge's working procedure: every shipment is checked against the Customs-Port-Trade Single Window (關港貿單一窗口) to see whether the CCC tariff code carries import regulation codes (for example C02 = some goods under that code are commodities subject to import inspection announced by the Bureau of Standards, Metrology and Inspection, MOEA; 511 = food import inspection rules administered by the Taiwan Food and Drug Administration, Ministry of Health and Welfare), and items that cannot be imported or need a prior application are stopped before they ship, so the recipient, as the taxpayer, is not penalized by Customs.
2Does the rate include customs clearance, or just per-kg freight?
Ask whether the quote already covers export declaration and import clearance. Compare per-kg rates alone and a separate brokerage charge can push the all-in price higher. Settle who pays the taxes as well: the taxpayer for import duty and VAT is the consignee, the holder of the delivery order or the holder of the goods (Customs Act, Article 6), and a dutiable value of NT$2,000 or below is exempt. The dutiable value includes the transaction price, freight and insurance, so a purchase price under NT$2,000 that goes over once freight or insurance is added is still taxable (Taipei Customs FAQ). For home delivery, the taxes can be paid in one of two ways: Hsinchu Logistics collects them on delivery (collection fee NT$30, under the current HowBridge–Hsinchu Logistics contract, as published by HowBridge), or you choose “HowBridge collects and pays”, where the tax is added to your HowBridge member bill and HowBridge pays it on your behalf (handling fee NT$40 per shipment, none when the tax is 0). Freight itself can be paid online (per HowBridge's current payment settings): credit card (VISA/Mastercard/JCB), Apple Pay, Google Pay, Samsung Pay, LINE Pay, ATM transfer and convenience-store code payment.
3Why use an AEO broker? Does the right tariff code mean claimable VAT?
A licensed customs broker is only the entry ticket; the real difference is whether the CCC tariff code is declared correctly. The code sets the duty rate and decides whether a company can claim the import VAT back. If the consignee is a business that calculates tax under Chapter 4, Section 1 of the Value-added and Non-value-added Business Tax Act, and the imported goods are used exclusively for its own and ancillary business, it can use the deduction copy of the customs tax payment certificate (for express goods, the 海關進口快遞貨物稅費繳納證明, commonly called the customs duty bill) to claim a credit against output tax; a business taxed on an assessed basis can credit up to 10% of the business tax paid against its assessed tax (Ministry of Finance eTax Portal). The import declaration also has to be attached as evidence (consolidated shipments use the simplified declaration for imported express consignments, type X3). A dutiable value of NT$50,000 or below still clears on a simplified X2/X3 declaration and can still be claimed; what matters is that the declaration shows the business tax ID (營利事業統一編號). Under Taipei Customs rules an X2 (low-value express import) may leave the tax ID out, and once it is left out no deductible document is issued, so the VAT has been paid for nothing; X3 and X4 must declare the consignee's name, address and business tax ID. Input documents not filed in the current period can be filed for credit in the next period, with a 10-year limit on the filing period (Enforcement Rules of the Value-added and Non-value-added Business Tax Act, Article 29); for the period in a specific case, ask your local National Taxation Bureau. The tax payment certificate is issued in three copies: copy 1 is the receipt copy, copy 2 is the deduction copy (the copy a business uses to claim the input business-tax credit), and copy 3 is the duplicate (HowBridge sample of actual certificates, December 2025 to October 2026).
4When should EZWay verification be done?
Personal-use parcels declared under online authorisation need real-name verification and authorisation, and clearance stalls easily when nobody replies in time. Complete EZWay verification before you order rather than scrambling when the push arrives; a forwarder can remind and help you, but the authorisation must be confirmed by the recipient in person in the app — the forwarder cannot confirm it for you. The Customs Administration, Ministry of Finance, clarified on 2026-08-03: EZ Way is an online authorisation app funded, built and operated by Trade-Van (關貿網路) on its own initiative, and the regulations do not require the public to use it; without the app you can choose a paper case-by-case authorisation or a long-term authorisation, but the app is the reply channel commonly used in practice today.
5Is there Taiwanese Hokkien support? Do staff know Taiwan customs?
HowBridge is a Taiwanese company, and alongside multilingual support it also answers in Taiwanese Hokkien, so questions about import rules and everyday clearance go straight to someone who knows the answer, with no translator in between. The site also offers a Chinese product-name search across 12,000+ CCC tariff codes: type in the product name to see the duty rate and the import regulation codes. Logged-in members can additionally upload a product photo and let AI image recognition suggest the matching tariff code.

Taiwan dedicated route: how do sea LCL, sea express and air compare on cost and transit time?
| Shipping method | Freight pricing | Arrival time in Taiwan | Suitable for the situation |
|---|---|---|---|
| Sea LCL consolidation | From NT$25/kg or from NT$150 per cu ft; minimum NT$3,500 per shipment (quoted by customer service according to the goods) | 7–14 days | Large quantity, no rush, furniture and home appliances, bulk import |
| Sea express | NT$50 per unit (no minimum charge) | About 5–10 working days | General e-commerce shopping |
| Air freight | NT$100/kg (actual weight only, no minimum charge) | About 3–5 working days | Urgent shipment, high unit price, small size |
| Commercial sea express (B2B) | Project quote | — | B2B bulk commercial import |
*Sea express and air add a dispatch fee of NT$100 and NT$120 respectively when the actual weight is under 10 kg; sea LCL freight is quoted by customer service. Sea LCL and sea express are billed on the greater of actual weight and volume (sea LCL volume = L×W×H cm ÷ 28316; sea express volume = ÷ 10000, with units rounded up); air is billed on actual weight only (volume not counted).
Common mistakes and precautions
- Comparing only the per-kg rate while ignoring separately charged customs clearance fees — the all-in price may actually be higher.
- Assuming the quote will never change: check whether the rate table really does not distinguish regular and special cargo, and the shipping conditions for items such as lithium batteries and liquids.
- Not completing EZWay verification in advance, or not confirming promptly when the push arrives, leaves goods stuck before the customs declaration and causes delays.
- Shipping without checking the import regulation codes: if the tariff code carries C02 (import inspection required) or 511 (food import inspection rules), you only find out when the goods land, and the only options left are re-export or a penalty.
- A company imports stock but never asks for its business tax ID to be shown on the declaration, so no deduction copy is issued and the VAT has been paid for nothing.
- Keeping the import declaration but not copy 2 (the deduction copy) of the tax payment certificate, or the deduction copy but not the declaration — both are needed on file to claim the credit with the National Taxation Bureau.
- Assuming anything priced under NT$2,000 is duty-free: the dutiable value includes the transaction price, freight and insurance, and once these push it over NT$2,000 tax is still payable.
Glossary
- Taiwan dedicated shipping route (台灣專線)
- A consolidation lane shipping directly from mainland China to Taiwan: goods are first sent to the consolidator's warehouse in China to be combined and repacked (for HowBridge, the Shenzhen warehouse), the consolidator handles China export declaration and Taiwan import clearance, and after release the parcel is delivered in Taiwan to the door or to a convenience store; by transport mode it comes as sea LCL, sea express or air.
- Dual clearance (雙清報關)
- "Dual clearance" means customs declaration and clearance on both the export side (China) and the import side (Taiwan) are arranged by the consolidator, so the recipient does not need to find a customs broker; the goods' description, quantity and price must be declared truthfully and duty paid under the CCC tariff, and import duty and VAT are borne by the taxpayer.
- Customs certificate of payment of taxes and fees on imported express consignments (copy 2, deduction copy)
- The certificate issued by Customs stating the duty, VAT and other charges on an import, commonly called the customs duty bill. If the consignee is a business that calculates tax under Chapter 4, Section 1 of the Business Tax Act and the goods are used exclusively for its own and ancillary business, the deduction copy can be used to claim a credit against output tax; a business taxed on an assessed basis can credit up to 10% of the business tax paid against its assessed tax. In practice the import declaration must also be attached. The tax payment certificate is issued in three copies: copy 1 is the receipt copy, copy 2 is the deduction copy (the copy a business uses to claim the input business-tax credit), and copy 3 is the duplicate (HowBridge sample of actual certificates, December 2025 to October 2026).
- Simplified declaration (簡易申報單 X2/X3)
- The declaration types available for imported express consignments with a dutiable value of NT$50,000 or below, split at NT$2,000: X2 for low-value duty-free express imports (NT$2,000 or below) and X3 for low-value dutiable express imports (NT$2,001–50,000). Under the rules, X2 may leave the business tax ID blank.
- Convenience-store pickup (超商店到店)
- One of the delivery options once goods are released in Taiwan: instead of home delivery, the parcel goes to a designated 7-11 store for the recipient to collect, as an either/or choice with Hsinchu Logistics home delivery.
- Import regulation codes (輸入規定代碼)
- Import control codes noted under a tariff code, for example C02 = some goods under that code are commodities subject to import inspection announced by the Bureau of Standards, Metrology and Inspection, MOEA, and 511 = food import inspection rules administered by the Taiwan Food and Drug Administration, Ministry of Health and Welfare; failing to check before shipping can lead to re-export or a penalty.

How to Pay Your Freight Bill: Methods and Full Process
Once your parcels have been consolidated and shipped, the system issues a freight bill for that batch. You can settle it online by card or bank transfer; a successful payment clears the bill automatically, so there is no need to report the last five digits of a transfer. Below are the payment methods currently available, every step of the process, and what online payment on this site may be used for.
Online payment on this site is used solely to pay consolidated freight and related logistics service fees (international freight, forwarding, domestic delivery, customs clearance and warehousing-related service fees). We do not collect payment for your goods, we do not pay sellers on your behalf, and we are not a party to your transaction with the seller. Payment for items bought on Taobao, Tmall, 1688, Pinduoduo or any other platform must still be made to the seller through that platform as usual. We charge only for the logistics service of moving your goods from the warehouse to you.

How online payment works
-
A freight bill is issued after your parcels ship
Once your parcels have been received at the consolidation warehouse, packed and shipped, the system issues a freight bill for that batch, covering international freight, forwarding and domestic delivery charges.
-
Sign in and open "My Bills"
Sign in to your account and open My Bills to see the amount due, the number of parcels and a line-by-line breakdown of the charges before you pay.
-
Tap "Pay Now" to open the secure checkout
The checkout shows the parcels being settled and the total due once more, and lists the available payment methods. Amounts are always calculated on the server, so they never vary by device or browser.
-
Choose a payment method and complete payment
You are then taken to the payment page for the method you chose. Credit card, Apple Pay, Google Pay and Samsung Pay are completed on the NewebPay page; choosing LINE Pay takes you to the LINE Pay payment page, where you simply confirm in the LINE app; choosing JKOPay takes you to the JKOPay payment page, where you confirm in the JKOPay app or scan the QR Code; choosing PXPay Plus takes you to the PXPay Plus payment page, where you confirm in the PXPay Plus app or scan the QR Code; choosing ATM transfer gives you a dedicated virtual account, bank code and payment deadline; choosing convenience-store code payment gives you a payment code to print the slip at a store kiosk and pay at the counter. Please complete non-instant payments before the deadline. If you choose Taiwan Pay or E.SUN Wallet, a QR code appears — pay by scanning it in the matching app; the page will not return to our site afterwards, and your bill updates once the payment notification arrives.
-
The bill clears automatically
On successful payment the gateway notifies us immediately and the bill switches to paid, so there is no need to report the last five digits of a transfer. ATM transfers update automatically once the bank posts the funds.
All payments are completed on the NewebPay or LINE Pay payment page. We never receive or store your full card number or security code, and every connection is TLS-encrypted. If you have paid but the bill has not updated yet, please do not pay again: methods that are not instant take time to clear by design. Contact customer service and we will check it for you.
