Which three groups should you sort Hawaiian souvenirs into before shipping?

Can you ship macadamia nuts, cookies and chocolate?
The Taiwan Food and Drug Administration (TFDA) explains that ordinary food for personal use, not for sale, may qualify for exemption from applying for food import inspection when each individual line item on a customs declaration has a value of US$1,000 or less and a weight of 6 kilograms or less. This is a TFDA food import inspection rule. It does not exempt goods from customs duties or animal and plant quarantine, guarantee clearance, or permit resale.
Sealed nuts that have been thoroughly roasted or processed are generally easier to assess than fresh products, but the full ingredient list still needs checking. If a product contains meat, dairy, honey, whole seeds or other regulated ingredients, its description as “cookies” or “chocolate” is not enough to establish that it can be shipped.
Hawaii’s macadamia nut country-of-origin labeling law took effect on January 1, 2026. A product sold in Hawaii or bearing a Hawaiian brand does not necessarily contain macadamia nuts grown entirely in Hawaii. Read the origin and ingredient labels.
How do you distinguish 100% Kona Coffee from Kona Blend?
Hawaii’s official labeling guide distinguishes “100% KONA COFFEE” from blends containing coffee from other origins. Check the identity statement on the front, the percentages by origin and the ingredients on the back, rather than relying on the word Kona alone.
As of this review, blends named for Hawaiian coffee-growing regions that also contain non-Hawaiian coffee remain subject to minimum-content and disclosure rules. The relevant minimum will increase from July 1, 2027. Requirements may change, so consult the latest guidance from Hawaii’s agriculture authority.
For shipping to Taiwan, also distinguish roasted beans, ground coffee and unroasted green beans. Taiwan’s Animal and Plant Health Inspection Agency (APHIA) lists thoroughly roasted coffee beans as an example of a processed or prepared product. Do not apply the same assessment automatically to green beans.

Does a customs value below NT$2,000 always mean tax exemption?
No. Customs assesses low-value exemption using the customs value of the consignment, which generally includes the goods, freight and insurance. Exceptions include tobacco and alcohol, agricultural goods subject to tariff quotas, and recipients who have used the low-value exemption more than 6 times within a half-year period. The US$1,000 and 6-kilogram conditions for exemption from applying for food import inspection belong to a separate system.
Nuts, cookies, coffee, clothing, cosmetics and musical instruments may fall under different CCC codes. You cannot assign every souvenir the same HS chapter or duty rate, or simply add customs duty and 5% import business tax to produce a fixed total tax rate. Classification depends on ingredients, materials, use, origin and the actual goods; Customs makes the final determination.
How should you verify Hawaiian brand and retailer information?

Is food valued at US$1,000 or less and weighing 6 kilograms or less tax-free?
