UK Goods to Taiwan: The Complete Guide to Tariffs, Tobacco and Alcohol Tax, and VAT

Europe Route in Preparation — Not Yet Available

HowBridge does not currently offer or operate any Europe-to-Taiwan freight forwarding, purchasing-agent, or payment-agent service. The service does not currently exist, and there is no usable European warehouse address, no official rates, and no guaranteed transit times. Any warehouse names, shipping fees, or transit times mentioned elsewhere on this page are general market information only and do not represent services offered by this website. They must not be used to fill in a shipping address or place an order. If this route becomes available in the future, only the official website announcement and the terms then in effect will apply.

30-Second Answer
  • General goods: duty and business tax are waived when the dutiable value is ≤ NT$2,000 (Customs may deny this if the same taxpayer exceeds 6 duty-free clearances in a half-year); above that, you pay duty plus 5% business tax on (dutiable value + duty).
  • Alcohol is the exception: whisky duty is 0%, but as alcohol it still incurs tobacco and alcohol tax, and it does not qualify for the small-value exemption — any import at all is taxable.
  • Scotch whisky has its own extra rule: you must provide an age and origin certificate issued by UK Customs (HMRC); this is waived for personal use of 5 litres or less.
  • Common tax rates: winter coats and trench coats 12%, wool and cashmere scarves 12%, cashmere knitwear 10.5%, black tea 17%, sweet biscuits 25%, perfume 0%.
  • The truth about VAT: since Brexit, the UK has scrapped the tourist refund scheme (you cannot reclaim it even by carrying goods out yourself), but goods shipped outside the UK were never subject to VAT in the first place — many sites automatically deduct 20% when you enter a Taiwan shipping address at checkout.

Popular Item Tax Rate Table

Import tax is based on the dutiable value (CIF = goods price + international freight + insurance): duty = dutiable value × rate; business tax = (dutiable value + duty) × 5%. Duty and business tax are waived when the dutiable value is ≤ NT$2,000, but this does not apply to alcohol.

Luxury coats and cashmere are high-value items, so they almost always exceed NT$2,000 and get taxed; tea and biscuits have high rates, but small personal-use quantities usually fall under the exemption threshold. Tariff codes and rates are subject to the Customs Administration, Ministry of Finance.

Whisky: 0% Duty, Still Not Tax-Free

Whisky carries a 0% import duty, but that does not mean it is tax-free — alcohol is subject to tobacco and alcohol tax, and it does not qualify for the small-value exemption that applies when the dutiable value is under NT$2,000.

Three Import Requirements
  • 462: when importing Scotch whisky from the UK, you must provide an age and origin certificate for Scotch whisky issued by UK Customs (HMRC); this is waived if it is for personal use and the quantity does not exceed 5 litres.
  • 463: you must provide a copy of a tobacco and alcohol import license issued by the Ministry of Finance, or a Ministry of Finance approval document; for alcohol imported for personal use, this is waived if the quantity does not exceed 5 litres (separate limits apply to tobacco: 5 cartons/1,000 cigarettes, 125 cigars, or 5 lbs of tobacco).
  • W01: imported alcohol must undergo an import inspection application filed with the Ministry of Finance, per the "Regulations Governing Inspection of Imported Alcoholic Beverages" jointly issued by the Ministry of Finance and the Ministry of Health and Welfare.

In other words, for personal use of 5 litres or less, you can skip the origin certificate and import license, but you still need to complete the import inspection and pay tobacco and alcohol tax; above 5 litres, a license becomes required. Actual amounts and procedures are subject to Customs and the Ministry of Finance.

How the 20% VAT Works After Brexit

Since Brexit, the UK has scrapped its tourist tax refund scheme — even if you buy something in the UK yourself and fly it back to Taiwan, you cannot reclaim the 20% VAT. But goods shipped outside the UK were never within the scope of UK VAT in the first place.

Whether VAT can be waived and how it works depends on each retailer’s policy, and this varies a lot for high-value items — check the tax breakdown on the checkout page before you order. Also note: any VAT you save does not affect the import tax you owe in Taiwan — they are separate tax systems in different countries.

Can You Buy British-Style Goods from Chinese E-Commerce?

It depends on the item. HowBridge provides a China (Shenzhen consolidation warehouse) to Taiwan consolidation service, but several categories of British-style goods carry an MW0 code in the tariff schedule, meaning mainland-origin goods are prohibited from import.

In short: what matters is the import requirement listed in the tariff schedule, not whether the item’s style is "British". The same category of goods can be subject to completely different rules depending on its country of origin.

Unaccompanied Baggage for Students and Movers Is Different

When returning to Taiwan after studying or working in the UK, personal belongings and household items can be sent as "unaccompanied baggage," which falls under the passenger baggage duty-free allowance — not the NT$2,000 small-value exemption for online purchase parcels.

The duty-free allowance, declaration method, and deadlines for unaccompanied baggage are subject to announcements from the Customs Administration, Ministry of Finance, and your declaration at the time of entry; if unsure, declare it to Customs on the spot when you enter — sorting it out afterward is usually much harder.

How to Buy British Goods from Taiwan?

HowBridge only provides a China (Shenzhen consolidation warehouse) to Taiwan consolidation service and does not offer a receiving address in the UK or elsewhere in Europe; here are three practical routes that actually work.

① Official Taiwan Channels of the Brand

Many British brands have counters or official websites in Taiwan. Prices are higher, but you get an official warranty and after-sales service, and avoid the hassle of handling customs clearance and taxes yourself.

② Direct Shipping from UK Websites to Taiwan

Many UK websites support direct shipping to Taiwan, and entering a Taiwan address at checkout usually triggers an automatic 20% VAT deduction. On the Taiwan side, the recipient is responsible for import tax, and alcohol is also subject to tobacco and alcohol tax and import inspection requirements. This site does not handle this leg of international logistics.

③ Buy the Same Category from Chinese E-Commerce via HowBridge Consolidation

Clothing, scarves, knitwear and similar items purchased from an authorized brand store on a Chinese e-commerce platform can be shipped to HowBridge’s Shenzhen consolidation warehouse and consolidated back to Taiwan. ⚠️ However, black tea and sweet biscuits carry the MW0 code in the tariff schedule, meaning mainland-origin goods are prohibited from import, so these two categories cannot use this route.

Counterfeit warning: importing counterfeit goods violates the Trademark Act, and Customs may seize the goods and refer the case for prosecution — British luxury goods are a hotspot for counterfeits, so do not gamble on a suspiciously cheap "genuine" item of unknown origin.

Frequently Asked Questions

Q1. How much duty do I pay on goods bought in the UK and shipped to Taiwan?
When the dutiable value (CIF = goods price + international freight + insurance) is ≤ NT$2,000, duty and business tax are waived (Customs may deny this if the same taxpayer exceeds 6 duty-free clearances in a half-year); above that, you pay duty plus 5% business tax on (dutiable value + duty). Common rates: winter coats and trench coats 12%, wool and cashmere scarves 12%, cashmere knitwear 10.5%, black tea 17%, sweet biscuits 25%, perfume 0%, whisky 0% (but still subject to tobacco and alcohol tax).
Q2. Can I still reclaim the 20% VAT after Brexit?
No — the tourist refund scheme has been scrapped. Even if you buy something in the UK yourself and carry it out of the country, you cannot get the VAT back; this differs from the tourist refund schemes in Japan, the EU, or Australia. But goods shipped outside the UK were never within the scope of UK VAT in the first place: many UK websites automatically deduct 20% VAT when you enter a Taiwan address at checkout, and some retailers also offer to ship directly overseas themselves. Conversely, if the delivery address is inside the UK, retailers usually charge the VAT-inclusive price. Actual practice depends on each retailer’s policy.
Q3. What should I watch out for when shipping Scotch whisky to Taiwan?
Three things. ① Tax: duty is 0%, but as alcohol it is subject to tobacco and alcohol tax, and it does not qualify for the NT$2,000 small-value exemption — any import at all is taxable. ② Origin certificate: tariff requirement 462 requires an age and origin certificate for Scotch whisky issued by UK Customs (HMRC), but this is waived for personal use of 5 litres or less. ③ License and inspection: requirement 463 requires a tobacco and alcohol import license or a Ministry of Finance approval document (waived for personal use up to 5 litres); requirement W01 requires an import inspection application filed with the Ministry of Finance under the "Regulations Governing Inspection of Imported Alcoholic Beverages."
Q4. Can I buy British-style black tea or biscuits from Chinese e-commerce and have them consolidated back to Taiwan?
No. Black tea (0902.30.90.00-4) and sweet biscuits (1905.31.00.00-7) both carry the MW0: mainland-origin goods prohibited from import code in the tariff schedule, and the F01 food import inspection requirement also applies. To buy these items, use direct shipping from the UK or a Taiwan retail channel instead. The determining factor is the import requirement listed in the tariff schedule, not whether the item’s style is British.
Q5. Will luxury coats and cashmere scarves be taxed?
Almost certainly, yes. Winter coats and trench coats carry 12% duty, wool and cashmere scarves 12%, cashmere knit tops 10.5%, plus 5% business tax; and since these items have a high unit price, the dutiable value will almost always exceed the NT$2,000 exemption threshold. When estimating your cost, remember to first confirm whether the UK price already excludes the 20% VAT, then include international freight in the dutiable value when calculating tax.
Q6. If I’m returning to Taiwan after studying in the UK, is shipping my luggage home taxed the same way?
No. Personal belongings and household items returning to Taiwan can go through the "unaccompanied baggage" route, which uses the passenger baggage duty-free allowance rather than the NT$2,000 small-value exemption for online parcels, and the allowance is higher. But there are preconditions: you must enter Taiwan in person and declare it upon entry, and import it within the prescribed time limit. If you simply have someone ship it for you or send it as an ordinary parcel, it falls back under the online parcel rules. The allowance and deadlines are subject to Customs Administration announcements and your declaration at entry.
Q7. Can I ship purchases from the UK to Taiwan through a service other than HowBridge?
No. HowBridge only provides a China (Shenzhen consolidation warehouse) to Taiwan consolidation service. It does not offer a receiving address in the UK or elsewhere in Europe, and it does not provide proxy purchasing. For UK shopping, use direct shipping from the website or arrange your own international logistics; only if you buy the same category of item from Chinese e-commerce (clothing, scarves, knitwear, etc. not flagged with a mainland-origin restriction) can it be shipped to the Shenzhen warehouse and consolidated back to Taiwan.

Chinese E-Commerce Goods, Consolidated via the Shenzhen Warehouse

Order clothing, accessories, and more from authorized brand stores on Chinese e-commerce platforms, then ship them to HowBridge’s Shenzhen consolidation warehouse to be consolidated back to Taiwan; taxes are declared honestly and shown transparently before shipment, with advance warnings for prohibited or restricted items.
