How do you ship used 3C electronics bought in China to Taiwan?
Can used phones, laptops and cameras bought in China be shipped to Taiwan?
Yes, but you must clear a few hurdles first. For used 3C electronics bought on platforms such as Xianyu, Zhuanzhuan and Taobao, enter the 好運器 Shenzhen consolidation warehouse as the delivery address; once all parcels have arrived they are combined into one box and sent to Taiwan by air freight, sea express or sea LCL cargo. 好運器 only handles Chinese mainland→Taiwan and does not buy on your behalf. The tariff schedule classifies by function and has no separate code for used phones, laptops or cameras: smartphone 8517.13.00.00-5, the typical laptop code 8471.30.00.00-8, digital camera 8525.89.90.90-6; the first-column rate for all of them is 0%, business tax of 5% is levied on top, and the import-regulation column of these codes has no MW0 or MP1. Phones are telecom-regulated radio-frequency equipment, so the NCC matters (the import-regulation column lists 602; its official wording was not obtained for this page): models that already hold a Taiwan type-approval certificate may be imported with that certificate (Article 13 of the regulations); for those without one, under Article 9 of the Regulations Governing the Manufacture, Import and Declaration of Telecom-Regulated Radio-Frequency Equipment, for self-use not carried in person, a written undertaking (affidavit) waives the import approval certificate for at most 2 units at a time, with a limit of 10 units per year. The tariff schedule also has a code for digital cameras with radio functions (8525.89.90.10-3, import regulations include 602); laptops and cameras with Wi-Fi, Bluetooth or mobile networks may also be regulated radio-frequency equipment, and the NCC decides. Laptops, digital cameras (limited to those using AC power or rechargeable lithium-type batteries, etc.) and headphones with a power input are on the BSMI list of goods subject to mandatory inspection; smartphones were not found on the list (which does not mean they are exempt from inspection). There is no dedicated provision for used goods, so tax, NCC and inspection rules are not waived because an item is used. Battery-powered goods are not compensated if damaged, 好運器 does not offer insured shipping, and Apple's official guidance also warns against buying an iPhone with Activation Lock. Rates follow the customs tariff in force at the time of declaration.
No. 好運器 only provides Chinese mainland→Taiwan consolidation and does not buy on your behalf; please place and pay for the order yourself on the seller's page. It also does not provide shipping to Taiwan from Japan, Korea, the United States or Europe, and this page does not cover sellers or price differences outside China. 好運器 has only the Shenzhen consolidation warehouse and the Taoyuan Dayuan operations warehouse.
How are used phones, laptops and cameras classified in the tariff schedule?
The conclusion first: the goods descriptions of these phone, laptop and camera codes do not distinguish new from used (elsewhere in the tariff schedule there are codes split by condition of use, such as old clothing and used tyres); a used phone and a new phone share the same code, with the same rate and import-regulation column. In the Customs Administration's tariff open data, the most relevant codes are as follows (goods descriptions abridged):
| 11-digit tariff code | Official description (abridged) | First-column duty | Import regulations |
|---|---|---|---|
8517.13.00.00-5 | Smartphones | 0% | 602 |
8471.30.00.00-8 | Portable automatic data-processing machines weighing not more than 10 kg, comprising at least a central processing unit, a keyboard and a display (the typical laptop code) | 0% | C02 |
8525.89.90.90-6 | Other digital cameras and video camera recorders | 0% | C02 |
8518.30.10.00-1 | Headphones, not combined with a microphone | 0% | C02 |
8507.60.00.10-7 | Lithium-ion accumulator power banks | 2.5% | C02 |
Which code applies to tablets?
Tablets have no fixed code. In the advance-ruling cases, a 7-inch Android tablet with a built-in micro projector was classified under 8471.30.00.00-8 (2014), another tablet mainly used to display images under 8528.59.10.00-5 (2016), and another emergency-distress device under 8517.62.00.00-5 (2017); these are individual cases only, and the actual code is determined by Customs.
Are there official classification cases for used 3C electronics?
A full-file search of the advance-ruling case dataset for used and refurbished goods found no cases for phones, laptops or cameras (the latest cases date from about 2018, and there is no case for the current code 8517.13). The codes in the tariff schedule that carry the words "used" or "old" are tyres, postage stamps, old clothing, and old ship iron and steel plates, which are split by condition of use and are unrelated to 3C electronics.
Limits of the tariff data
The open data file shows no publication date, so the actual rates and import regulations follow the customs tariff in force at the time of declaration. What 602 and C02 in the import-regulation column mean was not obtained as official wording for this page, so they are not explained word for word.
How much tax do used 3C electronics attract? How is the dutiable value calculated?
Start with the formulas published by the Customs Administration: duty = dutiable value × rate; business tax = (dutiable value + duty + commodity tax, etc.) × 5%; trade promotion service fee = dutiable value × 0.04%, waived at NT$100 or below. The first-column rate for phones, laptops, cameras and headphones in the table above is 0%, so taxes and fees are usually mainly business tax; lithium-ion accumulators such as power banks are at 2.5%. The camera code's description includes video camera recorders and its tax-collection column is marked T*; whether commodity tax is also levied is determined by Customs. This is only tariff-column data and is not a classification conclusion for any product.
Formula example (not a quote)
Suppose Customs sets the dutiable value at NT$8,000 and the duty at 0% (only an example, not the rate of any product), with no commodity tax: duty NT$0; business tax (8,000+0)×5%=NT$400; trade promotion service fee 8,000×0.04%=NT$3.2, waived at NT$100 or below. The example excludes declaration, delivery and storage fees.
How is the dutiable value of used goods determined?
Article 29 of the Customs Act: the basis is the transaction price (the price actually paid or payable), plus freight, loading and unloading, handling and insurance charges up to the Taiwan port of entry; the provisions and the enforcement rules contain no dedicated valuation rule for ordinary imported used goods, so it cannot be written as "used goods are valued at a depreciated price". Where Customs doubts the truthfulness of the transaction documents and the taxpayer has not explained them, or a reasonable doubt remains after the explanation, the value is treated as not determinable under Article 29 (and is set by a reasonable method under Article 35); keeping payment receipts and order screenshots is sensible preparation, but this is a general transaction-document mechanism, not a provision on used goods.
The NT$2,000 duty-free threshold and NT$50,000
The Customs Administration's "Express cargo" page: where the dutiable value of the same batch is NT$2,000 or below, duty and the business tax and commodity tax collected by Customs are waived, but this does not apply where the frequency is judged to be excessive; a taxpayer who has used duty-free release more than 6 times within a half-year period no longer qualifies. Article 11 of the Regulations Governing the Clearance of Air Express Cargo classes a dutiable value of NT$2,001 to NT$50,000 as low-value dutiable cargo and more than NT$50,000 as high-value express cargo. Used phones and laptops may not fall within the duty-free range; follow the value set by Customs.
The same batch may not be declared separately
Article 14 provides that express operators or customs brokers may not declare the same batch of imported express cargo separately, unless the combined dutiable value does not exceed the duty-free limit, or exceeds it but the tax and fees are declared and paid voluntarily. The 好運器 shipping-fee notes also state that splitting orders to avoid the duty-free limit is illegal, while combining boxes to save on freight is legal; declare the item name, quantity and price honestly.
Do used 3C electronics from China need an import permit?
The tariff column has no restriction code. The Customs Administration explains: where the import-regulation column "does not list either MW0 or MP1, the Mainland China goods concerned are permitted to be imported and exempt from an import permit"; if another code is shown, other rules must be followed at declaration. The import-regulation column of all five codes in the table above has neither MW0 nor MP1.
"No MW0" only means these codes are exempt from an import permit. Phones are listed 602 and the others C02, and the NCC and BSMI rules in the next two sections still apply; express cargo must not infringe intellectual property rights, counterfeit or knock-off phones cannot be shipped, and it must not be written that being exempt from a permit means legal clearance.
Neither the tariff schedule, the Regulations on Import of Goods nor the Regulations Governing Exemption from Inspection of Commodities set a separate import restriction or dedicated provision for used goods, and none was found for this page; this does not mean used goods are exempt under the NCC or from inspection, and the two must be looked at separately.
Does a used phone need NCC approval? How many can I import at once for self-use?
Telecom-regulated radio-frequency equipment may only be imported with approval (Article 65 of the Telecommunications Management Act). Models that already hold a Taiwan type-approval certificate (passed NCC type approval) may be imported with that certificate under Article 13 of the same regulations; whether a particular used phone has a type-approval certificate, please ask customer service or the NCC. For those without a certificate imported for self-use, phones are telecom-regulated radio-frequency equipment (the import-regulation column lists 602, whose official wording was not obtained for this page), and the most direct rule is Article 9 of the Regulations Governing the Manufacture, Import and Declaration of Telecom-Regulated Radio-Frequency Equipment (amended ROC year 114, month 2, day 3): radio telecommunications terminal equipment for self-use is imported for self-use only and may not be transferred or used for other commercial purposes, with the following quantity limits:
| Situation | Quantity limit | Provision |
|---|---|---|
| Not carried in person (by post or other means), import approval certificate waived by written undertaking | At most 2 units at a time | Paragraph 3, subparagraph 2 |
| Imported by post, import approval certificate required | 3 units or more, up to 10 units (the provision only says "imported by post") | Paragraph 2, subparagraph 2 |
| Carried in person, import approval certificate waived by written undertaking | At most 5 units at a time | Paragraph 3, subparagraph 1 |
| Carried in person, import approval certificate required | 6 units or more, up to 10 units | Paragraph 2, subparagraph 1 |
| The same natural person or legal person | Limited to 10 units per year; a natural person must be 18 or older | Paragraphs 2 and 3, subparagraph 3 |
Does consolidation count as "by post"?
Paragraph 3, subparagraph 2 reads "imported by post or by other means not carried in person", which by its wording could cover express or consolidated shipments, but the provision does not name express or consolidation; paragraph 2, which applies to 3 units or more, only says "imported by post". Whether an import approval certificate can be applied for for 3 or more units by consolidation is not stated in the provision, and the NCC's interpretation was also not found for this page, so please ask customer service before you order.
How many units are Bluetooth headphones, tablets and laptops?
A "unit" is counted per piece of telecom-regulated radio-frequency equipment, and which devices are regulated radio-frequency equipment depends on the NCC's announced list. This page could not open the announcement on the NCC website, so it does not judge whether Bluetooth headphones, tablets, smartwatches or laptops count as a unit; for devices with Wi-Fi, Bluetooth or mobile networks, how the units are added together is for the NCC to decide.
Are used phones already certified abroad exempt?
No explicit text was found for this page saying that "used phones certified in another country are exempt from NCC procedures", so this cannot be written. Buying to resell is also outside self-use: the regulations expressly provide that self-use imports may not be transferred or used for other commercial purposes.
Do used laptops, cameras and power banks need BSMI inspection?
The BSMI's Schedule of Electronic Commodities Subject to Mandatory Inspection (the item schedules for registration of conformity and type approval / batch-by-batch inspection; update date within the PDF 2026/9/23) lists the following items:
| Item (abridged) | On the list? |
|---|---|
| Automatic data-processing machines (laptops, etc.; excluding medical devices or telecom terminal equipment) | Listed, limited to those using AC power or rechargeable lithium-type batteries, etc. |
| Digital video cameras and digital cameras (same exclusions) | Listed, limited to those using AC power or rechargeable lithium-type batteries, etc. |
| Headphones | Listed, limited to those with a power input |
| 3C secondary lithium power banks and secondary lithium batteries | Listed |
| Smartphones | Not found in a text search of the three lists; this only means the lists do not show them, not that phones are exempt from inspection |
Exemption from inspection for self-use items
Article 5 of the Regulations Governing Exemption from Inspection of Commodities: for self-use items that are not for sale, where the total amount of the same specification and model on the same declaration is US$1,000 or below, or exceeds US$1,000 but the quantity is within the limit (information equipment goods limited to 5 units, other self-use items limited to 2 units), exemption is granted once the inspection authority's review is satisfied; amounts are calculated at CIF value, and several declarations on the same import date are added together. Article 8 further provides that exemption for the same specification and model is limited to once within six months.
Buying to resell is outside the exemption
The requirement for exemption is "self-use items that are not for sale"; Article 16 provides that exempted goods moved into circulation in the domestic market must be inspected, and Article 17 provides that, apart from goods that pass inspection, they may not be sold on the domestic market. Reselling used goods cannot rely on the self-use exemption.
Does it apply to used goods?
The Regulations Governing Exemption from Inspection of Commodities have no dedicated provision for used goods, and no text was found for this page saying they "apply" or "do not apply"; it also cannot be written that used goods need no inspection, or that used goods must always be inspected; who declares the exemption code for a consolidated parcel was likewise not found for this page, so please ask customer service first. The answer in the BSMI exemption Q&A was not opened for this page and is not cited.
How do I check a used iPhone's Activation Lock and personal data?
One of the biggest risks in buying a used phone is Activation Lock. Apple's official guidance: do not buy an iPhone that has Activation Lock (Activation Lock); if, after receiving an online purchase, the screen shows iPhone Locked to Owner, return it. Before selling, the seller should sign out of their Apple account and erase all content and settings; after erasing, Find My and Activation Lock are turned off.
What to ask the seller before ordering
Ask the seller to sign out of the Apple account, turn off Find My and erase the phone before shipping, and to photograph the welcome screen after the reset. For the returns and device-inspection rules of Chinese second-hand platforms (Xianyu, Zhuanzhuan, Taobao second-hand), no official platform page was found for this page and no promise is made on the platform's behalf; whether you can return an item depends on the platform's rules.
Has the data been wiped?
Taiwan has no provision imposing a duty to erase data on consumers who sell used phones, and none was found for this page. In research, of 100 phones and tablets bought on the UK second-hand market, 52% had been reset or wiped; among devices that still held data, about 20% contained data that could identify the previous owner; a Swiss buyer survey also showed that many buyers simply format the device without checking its contents. After receiving it, confirm its state before use.
Android and other models
The account locks and reset procedures of other models were not verified against primary sources for this page and are not explained one by one; please see the seller's page and the manufacturer's official support page.
What should I watch for on national security, counterfeits and platform rules?
The three items below are marked "what the text says" and "not found for this page", to avoid writing that a restriction exists or does not exist where there is no explicit text:
Are there restrictions on buying Chinese-brand phones?
The Guidelines on Restricted Use of Products Endangering National Information and Communication Security by Government Agencies, as explained by the Ministry of Digital Affairs, govern public agencies and not ordinary individual consumers. Whether there is any restriction on individuals buying Chinese-brand phones for personal use was not found in any provision for this page; civil servants should follow the rules of their own agency.
Knock-off and counterfeit phones
Article 6 of the Regulations Governing the Clearance of Air Express Cargo and the Customs Administration's explanation: goods that infringe intellectual property rights are not express cargo; Article 4.1 of the 好運器 terms of service also lists counterfeits and infringing goods as prohibited items. Whether a refurbished phone using non-original parts constitutes infringement was not found in any determination for this page.
Second-hand platform rules and protections
The official rules, seller protections and device-inspection services of Xianyu, Zhuanzhuan and Taobao second-hand were not fetched from the platforms' official pages for this page, so none of them were found and no features or protections are stated. In research, a Xianyu survey (721 responses) found that community governance mechanisms and dispute-resolution mechanisms have a positive effect on trust, while a review analysis showed that online disputes are concentrated mainly on returns and refunds.
Used 3C electronics contain batteries: how is damage and loss compensated?
Used phones, laptops and cameras all have built-in batteries, so check the compensation and shipping rules first:
On-site compensation rules
Article 7.1 of the 好運器 terms of service: no insured shipping (cargo transport insurance) is provided; for a lost parcel the maximum compensation is three times the shipping fee of that parcel; damage to fragile or battery-powered goods is not compensated, and other damage is decided case by case; complaints must be filed within 7 days of receipt (Articles 6.3 and 8.2 of the terms). So for a high-priced used device, weigh the risk before deciding whether to ship it.
Battery products
Article 4.2 of the terms of service lists battery products (lithium batteries, power banks, etc.) as items that must be declared in advance and approved before they can be shipped, and they must comply with IATA rules. Whether a lithium battery can go by air, please notify customer service first to confirm the carrier method; for details see Lithium batteries and power banks to Taiwan.
Combining boxes, storage and reinforcement
Combining and packing boxes is free, and the Shenzhen warehouse stores goods free for 366 days; the terms of service also advise reinforced packaging and split shipments for high-value items. Unboxing inspection and photo confirmation are charged separately, see the shipping-fee notes, and when receiving please photograph everything as evidence.
How are used 3C electronics charged? What is the difference between air freight, sea express and sea LCL cargo?
Rates follow the 好運器 shipping-fee notes, and the formulas are listed here; sea LCL cargo freight varies by product, so ask customer service for a quote:
| Method | Rate and formula | Transit time |
|---|---|---|
| Air freight | NT$100/kg, actual weight only, volume not counted; NT$120 surcharge if actual weight is under 10 kg | 3–5 working days |
| Sea express | NT$50/kg; volumetric weight = length × width × height (cm) ÷ 10000, the higher of actual weight and volumetric weight applies; NT$100 surcharge if under 10 kg | 5–10 working days |
| Sea LCL cargo (freight varies by product, ask customer service for a quote) | From NT$25 per kg, or from NT$150 per volume unit; volume = length × width × height (cm) ÷ 28316 | 7–14 working days |
Measured on our site across 601 sea express parcels (billed in months 7–8 of 2026 (July–August), from shipment in China to signed receipt in Taiwan): median 6 days, 90th percentile 9 days (last checked 2026-09-17); air freight is not in this sample. For a single piece over 10 cai or 40 kg, the Taiwan-side home delivery carries a separate oversize fee, so check with customer service before ordering.
How do I ship used 3C electronics bought in China to Taiwan?
The following 5 steps apply to used phones, laptops and cameras bought from Chinese e-commerce and sent to the 好運器 Shenzhen warehouse.
1Choose a seller and confirm the condition
Place the order yourself on Xianyu, Zhuanzhuan, Taobao or Tmall; ask the seller for photos of the condition and the serial number, and for an iPhone confirm that Activation Lock has been removed.
2Use the Shenzhen consolidation warehouse as the delivery address
Enter the address of the 好運器 Shenzhen consolidation warehouse and your member number as the recipient details; 好運器 does not buy on your behalf and does not pay the seller for you.
3Ask first, then order
Ask customer service first about the NCC unit count for phones, the carrier method for battery-powered goods and the compensation risk of high-priced devices; resale use is outside self-use.
4Parcels reach the warehouse: wait until all have arrived, then combine
Parcels that arrive in batches stay in the warehouse, stored free for 366 days, and combining and packing boxes is free; once all have arrived, create a consolidation order, check the weight and dimensions measured by the warehouse, and then decide whether to combine and ship.
5Declare truthfully and complete the entrustment
Declare the item name, quantity and amount truthfully, state that the item is used, and keep the payment receipts. According to the site's notes, an individual's express cargo handled through online real-name entrustment must first be pre-confirmed in EZ WAY (pre-confirmed entrustment, i.e. advance customs-broker authorization), but the Customs Administration has clarified that the regulations do not require the public to use the EZ WAY App; see the EZ WAY tutorial.
What research can I refer to on used 3C electronics?
The studies below only describe background on trust, personal data and refurbishing in second-hand trade, and none of them concerns Taiwan's regulations, taxes or cross-border shipping, nor can they prove the condition of any particular used device:
- Platform trust: Liu et al. (2023) used a questionnaire of 721 Xianyu users and found that interest groups, feedback mechanisms and dispute-resolution mechanisms have a significant positive effect on trust in sellers and the platform.
- Disputes: Liu and Wan (2023) analysed Xianyu's social media comments and found that online disputes are concentrated mainly on returns and refunds; crowdsourced dispute resolution cannot fully solve the problem, and platform intervention is still needed.
- Residual personal data: Angelopoulou et al. (2022) examined 100 phones and tablets bought on the UK second-hand market, of which 52% had been restored to factory settings or wiped, and among devices that still held data about 20% contained data that could identify the previous owner; a Swiss buyer survey by Niksirat et al. (2024) showed that many buyers simply format the device.
- Quality of refurbished goods: Hazelwood and Pecht (2021) point out that the degree of refurbishment of phones varies and consumers are often unaware of it, and argue for refurbishment standards; the abstract has no specific battery-health data, and no quantitative research on battery degradation in used phones was found for this page.
- Taiwan and cross-border: no directly verifiable academic literature was found for this page on the import tax treatment of used 3C electronics, NCC type approval, or Zhuanzhuan consumer trust.
What are the common terms for used 3C electronics?
- Telecom-regulated radio-frequency equipment
- Radio-frequency equipment announced by the NCC that may be manufactured or imported only with approval; which devices belong to it depends on the announced list.
- Import approval certificate
- The import approval document applied for from the NCC when the self-use quantity of telecom-regulated radio-frequency equipment exceeds the range covered by a written undertaking.
- Subject to mandatory inspection
- Goods listed in the BSMI item schedule that must meet inspection requirements on import; self-use items have separate exemption rules.
- Dutiable value
- The basis for calculating tax, being the CIF value of the imported goods, which includes freight and insurance up to the Taiwan port of entry.
- Activation Lock
- Apple's anti-theft feature: when it is on, the original account must be entered before the device can be activated again; Apple's official guidance is not to buy an iPhone with Activation Lock.
- Sea LCL cargo
- Consolidated goods shipped in sea containers, with freight varying by product, so ask customer service for a quote; from NT$25 per kg, or from NT$150 per volume unit, volume ÷ 28316.
- Pre-confirmed entrustment
- Before the goods arrive in Taiwan, the recipient checks the items and declared amount through the EZ WAY App and taps "declaration matches" to complete the pre-confirmation; according to the site's notes, this applies to those using online real-name entrustment.

Impact of Community-Based Governance Mechanisms on Transaction Intention on a Second-Hand Trading Platform
Using Xianyu as the case, a structural equation model of 721 valid questionnaires found that interest groups, feedback mechanisms and dispute-resolution mechanisms all have a significant positive effect on trust in sellers and the platform; the case is Xianyu, not limited to phones, and unrelated to cross-border shipping, customs declaration or tax.
Consumer Satisfaction with the Online Dispute Resolution on a Second-Hand Goods-Trading Platform
After analysing social media comments, it found that Xianyu's online disputes are concentrated mainly on returns and refunds, and that crowdsourced dispute resolution cannot fully solve the problem, so platform intervention is still needed; it is a topic and sentiment analysis of comments, not causal inference, and does not cover 3C electronics specifically or cross-border shipping.
A Study of the Data Remaining on Second-Hand Mobile Devices in the UK
Of 100 phones and tablets bought on the UK second-hand market: 52% had been restored to factory settings or wiped, 28% did not work or could not be recognised by the software, and 20% held data that could identify the previous owner; the sample is only 100 devices from the UK market and cannot be extended to Chinese second-hand platforms.
Security and Privacy with Second-Hand Storage Devices: A User-Centric Perspective from Switzerland
A Swiss buyer survey showed that many buyers simply format the device without checking its contents, and found a gap between buyers' understanding of their legal rights and obligations and the actual position; the subject is storage devices rather than phones, and the conclusion is that the risk may not have actually materialised, so it cannot be read as meaning that used phones carry no privacy risk.
Life Extension of Electronic Products: A Case Study of Smartphones
It points out that in some secondary markets refurbished phones already outsell new ones, but there are doubts about reliability and safety, the degree of refurbishment varies and consumers are often unaware of it, and it argues for refurbishment standards; the abstract has no specific battery-health data, and it is an analytical paper unrelated to Taiwan or cross-border shipping.
The tariff schedule has no code specific to used goods, the tariff file shows no publication date, the advance-ruling case dataset runs only to about 2018 and has no case for used 3C electronics; the official wording of 602 and C02 in the import-regulation column was not obtained; the NCC website's explanation on used or foreign-certified devices and its announced list of telecom-regulated radio-frequency equipment could not be opened, so whether an import approval certificate applies to 3 or more units by consolidation and whether Bluetooth headphones and tablets count as regulated radio-frequency equipment were not found, and the current in-force status of the Telecommunications Management Act's penalty provisions could not be confirmed; the BSMI list was obtained by text search, no explicit text was found on whether inspection and exemption apply to used goods, and whether phones are subject to inspection can only be written as "not found on the list"; there is no dedicated valuation rule for the dutiable value of used goods; restrictions on Chinese-brand phones for individuals, any Taiwanese duty to wipe data on used phones, the official rules and device-inspection services of Chinese second-hand platforms, account-lock procedures for non-Apple models, the IATA provisions on lithium battery freight, and quantitative research on battery degradation in used phones were all not found in primary sources for this page; the paper abstracts are taken from database records, and the publishers' pages could not be opened.
