How Are Customs Duties Calculated? What Happens to Taxes on Returns and Exchanges?
The tax rules for forwarding apparel from Korea to Taiwan are straightforward. Remember three things: the tax-free threshold, applicable tax rates, and your right to a refund.
- Tax-free threshold: each imported shipment with a customs value (item price + shipping fee) of NT$2,000 or less is exempt from customs duty and business tax. If the value exceeds NT$2,000, the entire shipment is taxed based on its customs value, not just the amount above the threshold.
- Frequent imports are not tax-exempt: if the same recipient imports more than 6 shipments within a six-month period (1/1-6/30, 7/1-12/31), the 7th shipment and subsequent shipments are no longer tax-exempt even if valued below NT$2,000.
- Apparel duty rates vary by material and construction: knitted cotton T-shirts (tariff code 6109.10) and wool/cotton knitted sweaters (6110) are subject to 10.5%; synthetic-fiber dresses (6204.43) and similar items are generally subject to 12%.
- Bags (tariff code 4202) are subject to 6.6% customs duty, while footwear (Chapter 64) is subject to approximately 5-7.5% depending on the material; all are also subject to an additional 5% business tax.
Wrong Size or Online Shopping Scam? Two Ways to Obtain Tax Relief
① Duty-free replacement shipments for returns or exchanges: if imported goods are found to be defective or the wrong size and the seller provides compensation or replacement goods, the replacement goods may be imported duty-free under Taiwan Customs Act Article 51. An application must be submitted within 1 month after the original goods are released, and the original goods must be re-exported or returned. ② Tax refunds for online shopping scams: if you discover that you were scammed only after paying the taxes, you may apply for a refund of overpaid taxes under Taiwan Customs Act Article 17, Paragraph 5 by submitting a police report within 6 months after the goods are released.
All forwarded imports require an authorized customs declaration through EZ WAY identity verification. Declare the purchase price honestly, as customs assesses taxes based on the customs value. Never underreport the value, as detected underreporting will result in back taxes and penalties.
