Agricultural Input Import Permits 2026
Seeds, fertilizer, pesticides, feed, veterinary drugs and rice each have different Taiwan permit requirements and competent agencies.
Each category needs its own agency check and prerequisite. Seeds need business registration and plant quarantine; fertilizer needs registration; pesticides need a seller license and permit; feed needs import registration; veterinary drugs need import approval; rice follows the TRQ system.

Taiwan Ministry of Agriculture requirements vary by product type. Many applications start from the MOA permit and customs clearance platform at permit.moa.gov.tw.

2. Seeds and Seedlings
- Prerequisite: obtain seedling business registration under Taiwan rules.
- Import documents: phytosanitary certificate and approved import plant status.
- After arrival, plant import quarantine such as B01 may apply.
- New species may require pest risk analysis, which can take months.
3. Fertilizer Import Permits
- Competent agency: Agriculture and Food Agency.
- A fertilizer registration certificate is needed before importing the same item.
- Common documents include company registration, composition analysis, heavy metal report, sample and manufacturer specification.
- Apply at permit.moa.gov.tw. Review and issuance fee is about NT$2,000/item, with about 14 working days reference timing.
4. Pesticide Import Permits
- Competent agency: APHIA.
- Prerequisite: pesticide seller license.
- Common documents include physicochemical, toxicology and field trial reports, manufacturer authorization and free sale certificate.
- Apply through pesticide.aphia.gov.tw. Basic permit fee starts around NT$1,000/item, with separate testing review fees.
5. Feed Import Registration
- Competent agency: Department of Animal Industry.
- Feed or feed additive import registration is required.
- Prerequisite: feed seller registration.
- Applications may use feed.moa.gov.tw or permit.moa.gov.tw, and some cases require paper documents and samples.
- Review and issuance fees total about NT$4,000/item. Animal feed import quarantine may also apply after arrival.
6. Veterinary Drug Import Permits
- Competent agency: APHIA.
- Prerequisite: veterinary drug seller permit issued by the local government.
- Applications are submitted through the veterinary drug e-system. Permit issuance fee is about NT$4,000/item.
- Each shipment must include the import permit number in the customs declaration and remain within validity.
7. Rice Import and TRQ
Taiwan rice imports follow the tariff rate quota system. Private quotas are usually obtained by bidding for quota certificates.
