Observation in the second half of 2026: Countries are gradually tightening tax exemptions for small-value parcels. Taiwan’s rules remain unchanged but must take care of “6 times in half a year”

Starting from July 1, 2026, the European Union has officially abolished the tax exemption threshold for cross-border small-value parcels, and will impose a minimum tariff of 3 euros on each parcel including Chinese e-commerce. In response to this policy, China Post has also suspended the receipt and delivery of some commodity parcels destined for the EU (source: NOWnews 2026-07-04 report). This is the latest case after many countries have successively tightened their tax-free policies for small-value parcels.

For buyers who are shipping back to Taiwan from Taobao, Taiwan’s current tax-free threshold of NT$2,000 has not been lowered, but don’t ignore the “6 times in half a year” mentioned above - if the same recipient receives tax-free release more than 6 times in half a year, the entire batch will be taxed starting from the 7th time. It is recommended to spread out the consolidation time and ship multiple items together in one box instead of splitting them into multiple declarations. 5 Taobao-to-Taiwan Pitfalls

1. BSMI-controlled goods

2. Lithium batteries by air

Standalone batteries and built-in battery products may be rejected by air freight. Use sea freight when needed.

3. Excess food or medicine

Food, supplements, cosmetics and medicines have personal-use quantity limits. Excess items may be seized or returned.

4. Counterfeit goods

Counterfeit branded goods can be destroyed by customs without refund. Buy from authorized stores.

5. Unclear private forwarders

Avoid forwarders without company registration, clear invoices, support, insurance or parcel tracking.

6. If you are caught under-reporting or lying about product names, you will be required to pay taxes and impose penalties.
