Importing gasoline, diesel, LPG, and other regulated oil products into Taiwan requires an Energy Administration business license and per-shipment petroleum e-visa.
Petroleum imports have two controls: first obtain a petroleum import business license from the Energy Administration, then apply for a petroleum e-visa before each shipment. The eight regulated products include naphtha, crude oil, gasoline, aviation fuel, kerosene, diesel, fuel oil, and LPG. Unlicensed importers may only apply for special case imports.

Apply for setup approval
File setup approval with the Energy Administration, including the company setup plan, storage facility plan, and required documents.
Register a company limited by shares
Complete company registration, obtain the business ID, and build or lease compliant oil storage facilities.
Apply for the business license
After company setup, apply for the petroleum import business license. Business operations may start only after approval.
4. Per-shipment petroleum e-visa
Before each import shipment, licensed petroleum importers must apply through the online e-visa system.
- Select the oil product category.
- Enter product name, quantity, origin, port, and estimated declaration date.
- Upload the required attachments by product type.
- Submit for Energy Administration confirmation and obtain e-visa approval.
- Use the approval documents for customs import declaration.

6. Unlicensed importers: special petroleum import
