The Complete 2026 Beginner's Guide to Taiwan Parcel Consolidation: Shipping Cost Calculation, Volumetric Weight & Taobao Forwarding Made Simple
Taiwan parcel consolidation means having items from multiple overseas stores shipped first to a consolidator's overseas warehouse, then packed together and sent back to Taiwan in one sea or air shipment — priced as "the greater of actual weight or volumetric weight × rate." When the customs value is ≤ NT$2,000, it is exempt from import duty and business tax.
- What it is: items bought from several overseas stores are first shipped to a consolidator's overseas warehouse, then packed together and sent back to Taiwan in one sea or air shipment, priced by weight — far cheaper than direct store shipping.
- How it is priced: the greater of "actual weight" or "volumetric weight" × rate (sea freight volume = length × width × height in cm ÷ 28317; sea express ÷ 10000; air freight counts weight only). Sea freight from NT$25, sea express about NT$50/kg, air freight about NT$100/kg.
- How much you save: a 3kg parcel shipped directly by the store often costs NT$600–1,200; by sea consolidation about NT$75 and by air about NT$300 — the more you buy and combine, the more you save.
- Tax: when the customs value (goods + shipping + insurance) is ≤ NT$2,000, it is exempt from import duty and business tax; above that, duty applies per the tariff schedule plus 5% business tax.

What Is Taiwan Parcel Consolidation? How It Works
Parcel consolidation (consolidated shipping) is the core way to save on shipping when buying online across borders: when you order from an overseas store, you don't ship directly to Taiwan — instead you ship to the overseas warehouse address the consolidator provides. Once your items arrive, the consolidator holds them for you, combines multiple parcels, reinforces the packaging, and then ships everything back to Taiwan in one sea or air shipment of your choosing, finally handling customs clearance and home delivery. The whole process has 4 steps:
1Get the Shenzhen Consolidation Warehouse Address and Enter It at Checkout
You can copy our Shenzhen consolidation warehouse delivery details from the HowBridge homepage. When checking out on Taobao, Pinduoduo, 1688, Douyin, or other marketplaces, simply enter the warehouse address as the shipping address.
2Seller ships to the overseas warehouse and it is checked in
The seller delivers your goods to the consolidation warehouse, where the consolidator signs for them, photographs them, and logs them in, offering a free storage period so you can wait for your other parcels to arrive.
3Combine, pack, and choose a shipping method
In your dashboard, select the parcels to combine; the system quotes based on "actual weight vs. volumetric weight," and you choose sea freight / sea express / air freight. The more you combine, the lower the shared shipping cost.
4Customs clearance in Taiwan and home delivery
After your shipment arrives in Taiwan and clears customs (EZWay real-name authentication is required), taxes and duties will be calculated. It will then be delivered to your door by HCT Logistics, or you can choose pickup at a 7-11 or FamilyMart store (up to 4.9 kg net for the whole consolidated bag). Shipments with a customs value of NT$2,000 or less are tax-exempt.
How to Enter the Shenzhen Consolidation Warehouse Delivery Details
This is the only step in the entire process that requires precise input. Incorrect information may prevent your parcel from being matched to your account or cause the seller to refuse shipment. Enter the details exactly as shown below:
| Field | Information to Enter | Instructions |
|---|---|---|
| Recipient Name | 好運器 | Enter the warehouse name directly, not your own name |
| Recipient Phone Number | 13603054302 | Enter the warehouse phone number, not your Taiwan mobile number |
| Shipping Address | 深圳市宝安区福海街道桥头社区宝安大道6261号彤鑫科技大厦B座3A11-H□□□□库位 (H□□□□ = your personal ID code; it is filled in automatically when you one-tap copy the address from the 0523.tw homepage after logging in) | Enter "好运器" as the recipient, and use the personal address one-tap copied from the 0523.tw homepage as the delivery address (it ends with an H-code ID for automatic matching). |
| Postal Code | 518103 | — |
On Chinese e-commerce platforms (Taobao, Pinduoduo, JD, Xiaohongshu, etc.), the shipping label automatically masks the name and phone number with asterisks (e.g. 王**, 136****4302) — only the address is never masked. So simply enter "好运器" as the name and the warehouse phone number 13603054302 as the phone; for the delivery address, log in to 0523.tw and one-tap copy it from the homepage — it already ends with your personal ID code (starting with H), which the warehouse uses to match parcels to your account automatically, so do not delete or change it. (The old format — a Taiwan mobile number at the end of the address — still works for matching.)
- Entering your Taiwan mobile number in the “Phone Number” field → Most Chinese sellers will refuse to ship the order because domestic delivery in China requires a Chinese phone number.
- The personal ID code is missing from the end of the address (and no Taiwan mobile number was noted either) → the parcel is unidentified and must be claimed separately.
- Entering your own Chinese name as the recipient → Once the shipping label masks the name, the warehouse will be unable to identify the parcel.
※ If the warehouse details change, refer to the latest delivery information posted on the HowBridge homepage.
Consolidation vs. Direct Shipping vs. Personal Shopper
| Method | Shipping Cost | Can Combine? | Best For |
|---|---|---|---|
| Consolidation | Priced by weight, cost shared (cheapest) | ✅ Combine across stores | Multiple items, multiple stores, saving on shipping |
| Direct store shipping | Priced per item, more expensive | ❌ Cannot combine | Single item, urgent, store ships directly to Taiwan |
| Personal shopper | Item cost + shopper service fee | Depends on the shopper | Payment difficulties, language barriers, limited-edition items |
How Are Consolidation Costs Calculated? (Volumetric Weight Is Key)
Consolidation cost = chargeable weight × rate per kilogram. The chargeable weight is the greater of the "actual weight" or the "volumetric (dimensional) weight" — this is where beginners most often get it wrong. Light but bulky items (pillows, lampshades, plush toys) are almost always charged by volumetric weight.
| Method | Reference Rate | Transit Time (China route) | Best For |
|---|---|---|---|
| Sea freight | About NT$25/kg | About 5–10 days | Heavy, not urgent, high volume |
| Sea express | About NT$50/kg | About 4–7 days | Balancing speed and cost |
| Air freight | About NT$100/kg | About 2–4 days | Light, urgent, high-value |
For a precise estimate, use the consolidation shipping calculator to enter weight and dimensions for an instant quote (rates follow the live quotes on the official site).
Choosing Sea Freight / Sea Express / Air Freight
- Heavy, inexpensive items (>3kg, low unit price) → sea freight, where shipping is the smallest share of the cost.
- Light but urgent (<1kg, need it fast) → air freight, where volumetric weight has little impact and delivery is fast.
- Don't want to wait but don't want to overpay → sea express as a middle ground.
- Contains liquids / powders / food → mostly restricted to sea freight, and you must confirm whether it can be imported.
Consolidation Guides by Country / Platform
Consolidation practices, warehouse locations, and tax rules vary slightly by source country and e-commerce platform — click to see the full guide for each:
Consolidation Duty & Duty-Free Allowance
- NT$2,000 duty-free threshold: postal parcels with an import customs value (goods + shipping + insurance) ≤ NT$2,000 are exempt from import duty and business tax (except tobacco, alcohol, and quota-controlled goods).
- Above the threshold: import duty is charged based on the item's "tariff code (CCC)" (0–10% for most consumer goods, higher for some items such as alcohol and specific products), plus 5% business tax.
- Six-times-per-half-year limit: if the same recipient imports low-value postal parcels more than 6 times within six months, customs may withhold the duty-free benefit.
- Estimate the tax first: use HowBridge's smart tariff lookup to enter your item and find its CCC code and tax rate; customs clearance requires completing EZWay real-name verification.
| Customs Value | Import Duty | Business Tax 5% | Times per Half-Year | Example |
|---|---|---|---|---|
| ≤ NT$2,000 | Exempt | Exempt | 1st–6th time | NT$1,800 parcel → no tax |
| > NT$2,000 | Per tariff schedule (mostly 0–10%) | 5% charged | Any number of times | NT$3,000 clothing → duty + 5% business tax |
| Any amount | Per tariff schedule | 5% charged | From the 7th time (within six months) | Even NT$1,500 may be taxed |

Legal Basis
- How the customs value is calculated: under the Customs Act, the import customs value is based on the "transaction value," with the addition of shipping, insurance, and any commissions and handling fees payable by the buyer (see the Customs Administration, Ministry of Finance, "Standards for Calculating the Customs Value of Dutiable Imported Goods"). For a full duty-rate estimate, see The Complete Guide to Taiwan Import Duty.
- Legal basis for the NT$2,000 duty-free allowance: under Article 49 of the Customs Act and Article 11 of the Regulations Governing Customs Clearance of Air Express Consignments, imported express or postal goods with a customs value below a set amount (currently NT$2,000) are exempt from import taxes and fees; however, this may not apply to the same taxpayer importing more than 6 times within six months (see the Customs Administration, Ministry of Finance, "Watch Out for Frequent Imports from Overseas Online Shopping" advisory).
- Duty to declare truthfully: under-declaring value, misreporting the name or quantity of goods, or smuggling in controlled or prohibited items may, under the Customs Anti-Smuggling Act, result in back taxes, fines, and even confiscation — and being "for personal use" or "a small quantity" is no exemption. For common red lines and how to protect yourself, see The Smuggling and Compliance Red Lines Online Shoppers Cross Most Often.

How to Pay Your Freight Bill: Methods and Full Process
Once your parcels have been consolidated and shipped, the system issues a freight bill for that batch. You can settle it online by card or bank transfer; a successful payment clears the bill automatically, so there is no need to report the last five digits of a transfer. Below are the payment methods currently available, every step of the process, and what online payment on this site may be used for.
Online payment on this site is used solely to pay consolidated freight and related logistics service fees (international freight, forwarding, domestic delivery, customs clearance and warehousing-related service fees). We do not collect payment for your goods, we do not pay sellers on your behalf, and we are not a party to your transaction with the seller. Payment for items bought on Taobao, Tmall, 1688, Pinduoduo or any other platform must still be made to the seller through that platform as usual. We charge only for the logistics service of moving your goods from the warehouse to you.

How online payment works
-
A freight bill is issued after your parcels ship
Once your parcels have been received at the consolidation warehouse, packed and shipped, the system issues a freight bill for that batch, covering international freight, forwarding and domestic delivery charges.
-
Sign in and open "My Bills"
Sign in to your account and open My Bills to see the amount due, the number of parcels and a line-by-line breakdown of the charges before you pay.
-
Tap "Pay Now" to open the secure checkout
The checkout shows the parcels being settled and the total due once more, and lists the available payment methods. Amounts are always calculated on the server, so they never vary by device or browser.
-
Choose a payment method and complete payment
You are then taken to the payment page for the method you chose. Credit card, Apple Pay, Google Pay and Samsung Pay are completed on the NewebPay page; choosing LINE Pay takes you to the LINE Pay payment page, where you simply confirm in the LINE app; choosing ATM transfer gives you a dedicated virtual account, bank code and payment deadline; choosing convenience-store code payment gives you a payment code to print the slip at a store kiosk and pay at the counter. Please complete non-instant payments before the deadline. If you choose Taiwan Pay or E.SUN Wallet, a QR code appears — pay by scanning it in the matching app; the page will not return to our site afterwards, and your bill updates once the payment notification arrives.
-
The bill clears automatically
On successful payment the gateway notifies us immediately and the bill switches to paid, so there is no need to report the last five digits of a transfer. ATM transfers update automatically once the bank posts the funds.
All payments are completed on the NewebPay or LINE Pay payment page. We never receive or store your full card number or security code, and every connection is TLS-encrypted. If you have paid but the bill has not updated yet, please do not pay again: methods that are not instant take time to clear by design. Contact customer service and we will check it for you.
